The order requires that each county\u2019s elections officials send vote-by-mail ballots for the November 3, 2020 General Election to all registered voters. Californians who may need access to in-person voting opportunities \u2013 including individuals with disabilities, individuals who speak languages other than English, individuals experiencing homelessness, and others \u2013 will still be able to access in-person voting opportunities.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-98233\" src=\"https:\/\/new.thepinetree.net\/wp-content\/uploads\/2020\/03\/gavinsigning-400x250-1.jpg\" alt=\"\" width=\"400\" height=\"250\" srcset=\"https:\/\/new.thepinetree.net\/wp-content\/uploads\/2020\/03\/gavinsigning-400x250-1.jpg 400w, https:\/\/new.thepinetree.net\/wp-content\/uploads\/2020\/03\/gavinsigning-400x250-1-300x188.jpg 300w, https:\/\/new.thepinetree.net\/wp-content\/uploads\/2020\/03\/gavinsigning-400x250-1-86x54.jpg 86w, https:\/\/new.thepinetree.net\/wp-content\/uploads\/2020\/03\/gavinsigning-400x250-1-120x74.jpg 120w, https:\/\/new.thepinetree.net\/wp-content\/uploads\/2020\/03\/gavinsigning-400x250-1-378x237.jpg 378w\" sizes=\"auto, (max-width: 400px) 100vw, 400px\" \/><\/p>\n<p>\u201cElections and the right to vote are foundational to our democracy,\u201d said Governor Newsom. \u201cNo Californian should be forced to risk their health in order to exercise their right to vote. Mail-in ballots aren\u2019t a perfect solution for every person, and I look forward to our public health experts and the Secretary of State\u2019s and the Legislature\u2019s continued partnership to create safer in-person opportunities for Californians who aren\u2019t able to vote by mail.\u201d<\/p>\n<p>The Administration will continue to work with the Legislature and the Secretary of State to determine how requirements for in-person voting opportunities and other details of the November election will be implemented, while preserving public health and giving county elections officials needed flexibility. If by May 30, 2020 counties do not yet have clarity for in-person voting opportunities and other details of the November election, it may be necessary to issue a further executive order addressing these issues.<\/p>\n<p>\u201cCalifornia will not force voters to choose between protecting their health and exercising their right to vote. I thank Governor Newsom for taking decisive action now, to preserve voting rights and provide sufficient time to properly prepare for the General Election,\u201d said\u00a0Secretary of State Alex Padilla. \u201cToday we become the first state in the nation to respond to the COVID-19 pandemic by mailing every registered voter a ballot. We are meeting our obligation to provide an accessible, secure, and safe election this November.
