Both federal and local officials can and should take concrete steps to rein in these abusive and extractive monopolies in order to mitigate the harms we all experience.\u201d<\/p>\n<p>Facebook and Google are the platforms on which local shops and restaurants connect to customers, on which local news is disseminated, and on which citizens organize everything from school bake sales to local elections to neighborhood clean-ups. But their business models are not based on serving consumers with the most credible information and facilitating neutral communications among friends, family, and community stakeholders.<\/p>\n<p>Facebook and Google\u2019s power stems from the monopolies they\u2019ve built in digital advertising. They sell user attention, enriched with data, to advertisers, often monetizing content they didn\u2019t generate but are profiting from, with users manipulated into further engagement with their properties. And they use their monopoly power to dictate terms to local communities, demanding benefits from small and mid-size cities that they don\u2019t need, as well as secrecy that prevents local voters from holding the companies and their elected officials accountable.<\/p>\n<p>Reducing Facebook and Google\u2019s harms at the local level requires both federal and local solutions. \u201cClose to Home\u201d outlines six, including:<\/p>\n<ul>\n<li><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zz76z7g2z75zrz79zz72zz69z5hz67z8z67zmjz70zz71zz70z7z74zlz90zz66z7nz90z9yt\"><b>Breaking Up Facebook &amp; Google:<\/b><\/span><b>\u00a0<\/b><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zqz90zntz76zz90zz76z6bz82zu3z83zz79zk39z75zr5az74zz82zz80zdjz76zz86zz87zb\">Structural separation is the place to start.<\/span>\u00a0<span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zqz90zntz76zz90zz76z6bz82zu3z83zz79zk39z75zr5az74zz82zz80zdjz76zz86zz87zb\">For instance, splitting out Google\u2019s general search from mapping or local reviews would disincentivize the company from self-preferencing its own content over those of its competitors, potentially improving local search tools and providing an opportunity for hyper-local search verticals to find traction.<\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zz76z7g2z75zrz79zz72zz69z5hz67z8z67zmjz70zz71zz70z7z74zlz90zz66z7nz90z9yt\">\u00a0R<\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zqz90zntz76zz90zz76z6bz82zu3z83zz79zk39z75zr5az74zz82zz80zdjz76zz86zz87zb\">evers<\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zz76z7g2z75zrz79zz72zz69z5hz67z8z67zmjz70zz71zz70z7z74zlz90zz66z7nz90z9yt\">ing<\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zqz90zntz76zz90zz76z6bz82zu3z83zz79zk39z75zr5az74zz82zz80zdjz76zz86zz87zb\">\u00a0Google\u2019s merger with DoubleClick\u00a0<\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zz76z7g2z75zrz79zz72zz69z5hz67z8z67zmjz70zz71zz70z7z74zlz90zz66z7nz90z9yt\">and\u00a0<\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zqz90zntz76zz90zz76z6bz82zu3z83zz79zk39z75zr5az74zz82zz80zdjz76zz86zz87zb\">Facebook\u2019s mergers with WhatsApp and Instagram<\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zz76z7g2z75zrz79zz72zz69z5hz67z8z67zmjz70zz71zz70z7z74zlz90zz66z7nz90z9yt\">\u00a0would create<\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zqz90zntz76zz90zz76z6bz82zu3z83zz79zk39z75zr5az74zz82zz80zdjz76zz86zz87zb\">\u00a0more competition<\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zz76z7g2z75zrz79zz72zz69z5hz67z8z67zmjz70zz71zz70z7z74zlz90zz66z7nz90z9yt\">\u00a0in the advertising and social media markets<\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zqz90zntz76zz90zz76z6bz82zu3z83zz79zk39z75zr5az74zz82zz80zdjz76zz86zz87zb\">.<\/span><\/li>\n<li><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zz76z7g2z75zrz79zz72zz69z5hz67z8z67zmjz70zz71zz70z7z74zlz90zz66z7nz90z9yt\"><b>Writing New Rules for Dominant Search Engines:\u00a0<\/b><\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zz76z7g2z75zrz79zz72zz69z5hz67z8z67zmjz70zz71zz70z7z74zlz90zz66z7nz90z9yt\">The FTC should act to stop self-preferencing of search results, the conditioning of Google as a default search engine through the bundling of Android\/Play on mobile devices, and payments to Apple in return for search positioning on iPhone\u2019s Safari.<\/span><\/li>\n<li><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zz76z7g2z75zrz79zz72zz69z5hz67z8z67zmjz70zz71zz70z7z74zlz90zz66z7nz90z9yt\"><b>Eliminating<\/b><\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zqz90zntz76zz90zz76z6bz82zu3z83zz79zk39z75zr5az74zz82zz80zdjz76zz86zz87zb\"><b>\u00a0the Liability Shield of Section 230 of the 1996 Telecommunications Act:\u00a0<\/b><\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zz76z7g2z75zrz79zz72zz69z5hz67z8z67zmjz70zz71zz70z7z74zlz90zz66z7nz90z9yt\">This\u00a0<\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zqz90zntz76zz90zz76z6bz82zu3z83zz79zk39z75zr5az74zz82zz80zdjz76zz86zz87zb\">would put traditional publishers on a more even playing field and incentivize a form of advertising based on building trust with users, rather than on clickbait and sensationalism<\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zz76z7g2z75zrz79zz72zz69z5hz67z8z67zmjz70zz71zz70z7z74zlz90zz66z7nz90z9yt\">.<\/span><\/li>\n<li><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zz76z7g2z75zrz79zz72zz69z5hz67z8z67zmjz70zz71zz70z7z74zlz90zz66z7nz90z9yt\"><b>Building New<\/b><\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zqz90zntz76zz90zz76z6bz82zu3z83zz79zk39z75zr5az74zz82zz80zdjz76zz86zz87zb\"><b>\u00a0Antitrust Suits Against Facebook and Google:\u00a0<\/b><\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zqz90zntz76zz90zz76z6bz82zu3z83zz79zk39z75zr5az74zz82zz80zdjz76zz86zz87zb\">Attorneys general in more than 40 states are currently investigating Google alongside the federal government. State attorneys general can also challenge acquisitions by\u00a0<\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zz76z7g2z75zrz79zz72zz69z5hz67z8z67zmjz70zz71zz70z7z74zlz90zz66z7nz90z9yt\">Facebook and Google<\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zqz90zntz76zz90zz76z6bz82zu3z83zz79zk39z75zr5az74zz82zz80zdjz76zz86zz87zb\">, if federal antitrust enforcers won\u2019t.<\/span><\/li>\n<li><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zz76z7g2z75zrz79zz72zz69z5hz67z8z67zmjz70zz71zz70z7z74zlz90zz66z7nz90z9yt\"><b>Ending State and Local\u00a0<\/b><\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zqz90zntz76zz90zz76z6bz82zu3z83zz79zk39z75zr5az74zz82zz80zdjz76zz86zz87zb\"><b>Subsidies\u00a0<\/b><\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zz76z7g2z75zrz79zz72zz69z5hz67z8z67zmjz70zz71zz70z7z74zlz90zz66z7nz90z9yt\"><b>for<\/b><\/span><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zqz90zntz76zz90zz76z6bz82zu3z83zz79zk39z75zr5az74zz82zz80zdjz76zz86zz87zb\"><b>\u00a0Facebook and Google:<\/b><\/span><b>\u00a0<\/b><span class=\" author-d-1gg9uz65z1iz85zgdz68zmqkz84zo2qowz81zz76z7g2z75zrz79zz72zz69z5hz67z8z67zmjz70zz71zz70z7z74zlz90zz66z7nz90z9yt\">States and localities should refrain from providing subsidies to the two companies.
