California\u2019s COP26 delegation has joined with international partners, U.S. climate officials and others to advance collaboration on a wide array of climate action.<\/p>\n<p><iframe loading=\"lazy\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/999qodigF38\" title=\"YouTube video player\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><\/p>\n<p>Governor Gavin Newsom announced that California has joined the Beyond Oil &amp; Gas Alliance (BOGA) launched at COP26, bringing together national and subnational governments committed to advancing a just transition away from oil and gas production. Led by Costa Rica and Denmark, the first-of-its-kind alliance will help build momentum for states and nations working to phase out oil and gas production and support efforts to build a clean energy economy.<\/p>\n<p>\u201cCalifornia is a global leader in combating the climate crisis with bold action to protect our planet while growing the economy, but we can\u2019t meet the challenge of this existential threat alone,\u201d said Governor Newsom. \u201cWith fossil fuels powering much of the global energy system, it\u2019s critical that we partner with other states and nations around the world to build momentum for the phase-out of oil and gas production. Together, we must move\u00a0beyond\u00a0oil and usher in a cleaner and greener future that safeguards our communities, environment and the economy.\u201d<\/p>\n<p>A video message from Governor Newsom on the launch of the Alliance can be found\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=999qodigF38\">here<\/a>.<\/p>\n<p>The new partnership comes on the heels of Governor Newsom\u2019s announcement last month that the state is moving to\u00a0<a href=\"https:\/\/www.gov.ca.gov\/2021\/10\/21\/california-moves-to-prevent-new-oil-drilling-near-communities-expand-health-protections-2\/\" target=\"_blank\" rel=\"noopener noreferrer\">prevent new oil drilling near communities<\/a>\u00a0and expand health protections as California works to phase out fossil fuels. The Governor has taken bold action to end the issuance of new fracking permits<a href=\"https:\/\/www.gov.ca.gov\/2021\/04\/23\/governor-newsom-takes-action-to-phase-out-oil-extraction-in-california\/\" target=\"_blank\" rel=\"noopener noreferrer\">\u00a0by 2024<\/a>, move the state toward<a href=\"https:\/\/www.gov.ca.gov\/2021\/04\/23\/governor-newsom-takes-action-to-phase-out-oil-extraction-in-california\/\" target=\"_blank\" rel=\"noopener noreferrer\">\u00a0phasing out oil extraction<\/a>\u00a0by 2045 and<a href=\"https:\/\/www.gov.ca.gov\/2020\/09\/23\/governor-newsom-announces-california-will-phase-out-gasoline-powered-cars-drastically-reduce-demand-for-fossil-fuel-in-californias-fight-against-climate-change\/\" target=\"_blank\" rel=\"noopener noreferrer\">\u00a0reduce demand for oil<\/a>\u00a0by ending the sale of new gas-powered cars by 2035.<\/p>\n<p>On the front lines of the climate crisis, California is confronting this existential threat with action that is unprecedented in both nature and scale.\u00a0Governor Newsom advanced a historic $15 billion climate package this year to tackle wildfire and drought challenges,\u00a0help communities transition during the climate crisis\u00a0and support the state\u2019s Zero-Emission Vehicle goals.\u00a0The Governor has\u00a0also\u00a0taken action to advance environmental justice, including efforts to protect Californians from harmful pollution and build climate resilience in disadvantaged communities. California is home to more than 485,000 clean energy jobs and the state\u2019s renewable energy and clean vehicle industries lead the nation in growth.\u00a0The state\u2019s leading climate policies have seen the state exceed its 2020 climate target four years ahead of schedule, surpass one million zero-emission vehicle sales and create six times more clean jobs than fossil fuel jobs.<\/p>\n<p>California\u2019s delegation at COP26 has highlighted the state\u2019s groundbreaking policies to combat the intensifying climate crisis and joined with international partners, top U.S. climate officials and others to discuss further collaboration, including productive bilateral meetings with officials from the governments of China, Mexico and Canada on a wide array of climate action. The Governor\u00a0<a href=\"https:\/\/www.gov.ca.gov\/2021\/11\/10\/governor-newsom-announces-california-has-joined-cop26-declaration-on-zero-emission-vehicles\/\" target=\"_blank\" rel=\"noopener noreferrer\">yesterday<\/a>\u00a0announced that California has signed on to the COP26 Declaration on Zero-Emission Cars and Vans, which aims to achieve 100% zero emission vehicle sales by 2035 in leading markets, and no later than 2040 globally. California yesterday also\u00a0<a href=\"https:\/\/ww2.arb.ca.gov\/news\/cop26-california-assumes-leadership-international-alliance-boost-carbon-free-transportation\" target=\"_blank\" rel=\"noopener noreferrer\">assumed leadership<\/a>\u00a0of the Transportation Decarbonisation Alliance,\u00a0a unique collaboration bringing together countries, cities or regions and companies as the major drivers in sustainable, low-carbon mobility, and unveiled a Call to Action on Zero-Emission Infrastructure developed in partnership with the Netherlands to support\u00a0public-private collaboration on the deployment of charging infrastructure.<\/p>\n<p>Lieutenant Governor Kounalakis, on behalf of the state, last week signed on to Scotland\u2019s Edinburgh Declaration, making California the\u00a0<a href=\"https:\/\/www.gov.scot\/news\/california-signs-scotlands-world-leading-nature-declaration\/\" target=\"_blank\" rel=\"noopener noreferrer\">first U.S. state<\/a>\u00a0to join this global network of governments dedicated to tackling biodiversity loss. The Governor\u2019s Office of Planning and Research (OPR) and the Europea Knowledge and Innovation Community, EIT Climate-KIC this week announced a new\u00a0<a href=\"https:\/\/opr.ca.gov\/news\/2021\/11-08.html\" target=\"_blank\" rel=\"noopener noreferrer\">peer learning partnership<\/a>\u00a0to support California and Europe\u2019s ambitious climate agendas, including projects to build climate resilience in front-line communities. Also this week, the California Department of General Services\u00a0<a href=\"https:\/\/www.theclimategroup.org\/zev-pledge\" target=\"_blank\" rel=\"noopener noreferrer\">pledged<\/a>\u00a0to convert all owned or leased fleets to zero emission vehicles as soon as possible and the California Air Resources Board, on behalf of the state, signed a climate action\u00a0<a href=\"https:\/\/ww2.arb.ca.gov\/news\/cop26-california-signs-joint-declaration-new-zealand-quebec-cooperate-fight-against-climate\" target=\"_blank\" rel=\"noopener noreferrer\">declaration<\/a>\u00a0with the governments of New Zealand and Qu\u00e9bec. The declaration is in line with AB 32\u2019s requirement that California consult with other nations to facilitate the development of integrated and cost-effective regional, national and international greenhouse gas reduction programs.<\/p>\n<p>Ahead of COP26, the Governor and other Under2 Coalition partners\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=fr73rE60TSM\" target=\"_blank\" rel=\"noopener noreferrer\">announced<\/a>\u00a0its transition to become a\u00a0<a href=\"https:\/\/www.theclimategroup.org\/under2-coalition\/going-net-zero\" target=\"_blank\" rel=\"noopener noreferrer\">net zero<\/a>\u00a0coalition, raising ambition for member states and regions to achieve net zero emissions as soon as possible. California and fellow U.S. Climate Alliance states this week announced key policy areas of focus, including power, buildings, transportation, equity and resilience, in which states have committed to\u00a0<a href=\"https:\/\/www.usclimatealliance.org\/publications\/2021\/11\/7\/us-climate-alliance-states-commit-to-new-high-impact-actions-to-achieve-climate-goals-and-go-further-faster-together\" target=\"_blank\" rel=\"noopener noreferrer\">high-impact actions<\/a>\u00a0in support of the nation\u2019s Paris Agreement targets.
