The Blueprint proposes billions more to support the state\u2019s robust response to COVID-19 and nation-leading efforts to fight climate change \u2013 including worsening wildfires and drought, tackle persistent inequality and homelessness and keep our streets safe.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?height=360&#038;href=https%3A%2F%2Fwww.facebook.com%2FCAgovernor%2Fvideos%2F343489844285884%2F&#038;show_text=false&#038;width=640&#038;t=0\" width=\"640\" height=\"360\" style=\"border:none;overflow:hidden\" scrolling=\"no\" frameborder=\"0\" allowfullscreen=\"true\" allow=\"autoplay; clipboard-write; encrypted-media; picture-in-picture; web-share\" allowFullScreen=\"true\"><\/iframe><\/p>\n<p>As the state\u2019s economy drives a still-recovering nation, the California Blueprint provides a model for the entire country of how we can continue providing short-term relief while investing in longer-term solutions that will benefit workers, businesses and families for years to come. The Governor\u2019s plan builds on last year\u2019s California Comeback Plan \u2013 the largest recovery package in the nation.<\/p>\n<p>\u201cWith major new investments to tackle the greatest threats to our state\u2019s future, the California Blueprint lights the path forward to continue the historic progress we\u2019ve made on our short-term and long-term challenges, including responding to the evolving pandemic, fighting the climate crisis, taking on persistent inequality and homelessness, keeping our streets safe and more,\u201d said Governor Newsom. \u201cAs California\u2019s robust recovery continues, we\u2019re doubling down on our work to ensure all our communities can thrive.\u201d<\/p>\n<p>With a $45.7 billion surplus, the California Blueprint is built on a strong fiscal foundation that includes $34.6 billion in reserves and continues to pay down long-term retirement debts. It also appropriately prioritizes one-time spending over ongoing, allocating 86 percent of discretionary general funds to one-time spending.<\/p>\n<p>The Governor\u2019s California Blueprint outlines major investments in the following five areas of focus:<\/p>\n<p><b>Fighting Covid-19 with Science<\/b><\/p>\n<p>Governor Newsom\u2019s plan will continue to protect Californians by fighting COVID with science, with a focus on keeping our schools open and the economy moving. Governor Newsom\u2019s plan will protect frontline workers, battle misinformation, and ensure our healthcare system is prepared to handle whatever curveballs COVID-19 may throw at us in 2022. The Blueprint includes an additional\u00a0<b>$2.7 billion to ramp up vaccines, boosters, statewide testing, and increase medical personnel<\/b>\u00a0to meet potential surges.<\/p>\n<p><b>Combating the Climate Crisis\u00a0<\/b><\/p>\n<p>California continues to face extreme weather conditions amid a changing climate. Governor Newsom\u2019s plan tackles the increasing threat of climate change including by:<\/p>\n<ul>\n<li><b>Fighting Wildfires:\u00a0<\/b>The Blueprint provides $648 million to support firefighters, and more helicopters and dozers, along with an additional $1.2 billion \u2013 building on last year\u2019s $1.5 billion investment \u2013 to step-up forest management and other practices that save lives.<\/li>\n<li><b>Tackling the Drought:<\/b>\u00a0On top of last year\u2019s $5.2 billion water package, the Blueprint makes an additional $750 million investment for immediate drought response to aid residents, farmers, and wildlife as California continues to grapple with a historic drought.<\/li>\n<li><b>Forging an Oil-Free Future:\u00a0<\/b>The plan will decrease California\u2019s reliance on fossil fuels while preparing our economy and workforce for a clean energy future. California will write the playbook for how America confronts the impacts of climate change \u2013 investing billions in climate tech research &amp; development, clean cars, preparing Californians for career opportunities, and further readying our infrastructure to withstand extreme weather.<\/li>\n<\/ul>\n<div><\/div>\n<p><b>Confronting Homelessness<\/b><\/p>\n<p>The Governor\u2019s Blueprint ensures vulnerable people have the necessary help to get off our streets and get the mental health treatment they need. The plan adds\u00a0<b>$2 billion for mental health housing and services and clearing encampments<\/b>. Governor Newsom\u2019s new investments expand on last year\u2019s $12 billion package \u2013 all told, creating\u00a0<b>55,000 new housing units and treatment slots<\/b>\u00a0for people exiting homelessness.<\/p>\n<p><b>Tackling the Cost of Living<\/b><\/p>\n<p>Too many Californians find themselves on the wrong end of income inequality \u2013 crushed by the rising costs of the most basic expenses like healthcare, housing, child care, and keeping the doors of a small business open. Governor Newsom\u2019s plan seeks to bring down the costs of those everyday expenses. The Governor\u2019s Blueprint will:<\/p>\n<ul>\n<li><b>Create Universal Access to Healthcare Coverage:\u00a0<\/b>Governor Newsom\u2019s Blueprint will make California the first state in the nation to offer universal access to healthcare coverage for all state residents, regardless of immigration status.<\/li>\n<li><b>Confront the cost of child care and education:\u00a0\u00a0<\/b>The plan invests more than ever before in our students by doubling down on achieving<b>\u00a0free universal pre-K<\/b>, adding\u00a0<b>thousands of child care slots<\/b>\u00a0and increasing access to before, after, and summer school programs.<\/li>\n<li><b>Building More Housing:<\/b>\u00a0The Blueprint will create more housing California desperately needs with<b>\u00a0$2 billion in new grants and tax credits<\/b>.<\/li>\n<li><b>Growing Small Businesses:\u00a0<\/b>Governor Newsom\u2019s plan will invest even more in small businesses \u2013 cutting red tape, waiving fees and providing<b>\u00a0hundreds of millions in grants and tax breaks to small businesses\u00a0<\/b>suffering from the pandemic.<\/li>\n<\/ul>\n<p><b>Keeping Our Streets Safe\u00a0<\/b><\/p>\n<p>Governor Newsom\u2019s Blueprint includes his Real Public Safety Plan, which focuses on three key areas to fight and prevent crime:<\/p>\n<ul>\n<li><b>Bolstering law enforcement and local response<\/b>\u00a0to stop and apprehend criminals, including $255 million in grants to local law enforcement and creating a new Smash and Grab Enforcement Unit to combat organized retail crime and grants for impacted small businesses.<\/li>\n<li><b>More prosecutors to hold perpetrators accountable<\/b>, ensuring District Attorneys are effectively and efficiently prosecuting criminals, and creating a new statewide team of investigators and prosecutors to go after perpetrators.<\/li>\n<li><b>Getting guns and drugs off our streets<\/b>\u00a0\u2013 creating a new statewide gun buyback program, holding the gun industry accountable with nation-leading legislation, and intercepting drugs at the border.<\/li>\n<\/ul>\n<p>For further information on these and other items in the California Blueprint, visit<a href=\"http:\/\/www.ebudget.ca.gov\/\">\u00a0www.ebudget.ca.gov<\/a>.<\/p>\n<p dir=\"ltr\">###<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Sacramento, CA&#8230;Governor Gavin Newsom today unveiled his 2022-23 state budget proposal \u2013 the California Blueprint, a bold plan building on the state\u2019s ongoing work to confront California\u2019s greatest existential threats, bolster our strong economic growth and make historic investments in California\u2019s future.
