We further support NEM reform that increases the climate and grid benefits of customer-sited clean generation through rate structures that encourage the dispatch of solar-paired batteries during times of the day when the electric grid is strained and fossil power plants are most polluting.\u00a0\u00a0For example, Tesla supported the NEM reform recently <a href=\"https:\/\/cacurrent.com\/smud-on-the-verge-of-net-metering-breakthrough\/\" target=\"_blank\" rel=\"nofollow noopener\">adopted by the Sacramento Municipal Utilities District<\/a>\u00a0that encourages\u00a0customers to store their\u00a0daytime\u00a0solar energy in batteries\u00a0for use\u00a0in the evening hours to help the grid during times\u00a0of high\u00a0energy demand\u00a0to\u00a0offset high\u00a0grid\u00a0greenhouse gas\u00a0emissions.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-12078\" src=\"https:\/\/dailytide.com\/wp-content\/uploads\/2022\/01\/6Ggc4S5n_400x400.png\" alt=\"\" width=\"225\" height=\"225\" \/><\/p>\n<p>However,\u00a0we oppose\u00a0the CPUC Proposal for several reasons.<\/p>\n<p>First,\u00a0imposing fixed charges only on those customers who choose to install solar impinges on customers\u2019 right to self-generate their own clean energy. It violates every tenant of regulatory fairness\u00a0and is likely\u00a0<a href=\"https:\/\/www.ferc.gov\/news-events\/news\/chairman-glick-commissioner-clements-joint-concurrence-regarding-concerns-alabama\" target=\"_blank\" rel=\"nofollow noopener\">illegal under federal law<\/a>.\u00a0\u00a0The fixed charges cannot be avoided by adding a\u00a0battery and\u00a0would need to be paid regardless of whether the solar customer exports energy to the electric grid.\u00a0\u00a0Every\u00a0solar customer should be asking why they are discriminated against, but not those customers who\u00a0have rarely used vacation homes,\u00a0invest in energy efficiency, have small homes,\u00a0or\u00a0otherwise have\u00a0pay\u00a0lower utility bills.\u00a0\u00a0\u00a0Why would the PUC not add fixed charges to all customers fairly and\u00a0with documented justification, rather than only solar customers?<\/p>\n<p>Second,\u00a0the dramatic change from the current NEM policy will reduce customer adoption of clean energy in California at a time when more is needed to meet the state\u2019s climate goals and to provide more energy resiliency in the face of unprecedented wildfires and grid outages.<\/p>\n<p>Finally, reducing the length of the grandfathering period\u00a0short-changes\u00a0customers who made an investment in solar under rules that promised consistent policy over the life of their system.
