The order includes wildlife and habitat protections, ensuring that any diversions would not harm water quality or habitat or take away from environmental needs.<strong>WHAT GOV. NEWSOM SAID:\u00a0<\/strong>\u201cCalifornia is seeing extreme rain and snow, so we\u2019re making it simple to redirect water to recharge groundwater basins. This order helps us take advantage of expected intense storms and increases state support for local stormwater capture efforts.\u201d<\/p>\n<p>A copy of the executive order can be found\u00a0<a href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2023\/03\/3.10.23-Ground-Water-Recharge.pdf?emrc=640fc6c6e0c40\" target=\"_blank\" rel=\"noopener\">here.<\/a><\/p>\n<p><a href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2023\/03\/Refilling-Californias-Underground-Reservoirs.pdf?emrc=5ae60b\" target=\"_blank\" rel=\"noopener\"><strong>FACT SHEET:\u00a0<\/strong>Learn more about what the state is doing to reduce flood risks and recharge groundwater basins.<\/a><\/p>\n<p><strong>HOW WE GOT HERE:\u00a0<\/strong><\/p>\n<ul>\n<li>This executive order follows Governor Newsom\u2019s\u00a0<a href=\"https:\/\/www.gov.ca.gov\/2023\/02\/13\/governor-newsom-signs-order-to-build-water-resilience-amid-climate-driven-extreme-weather\/\">order<\/a>\u00a0in February to protect the state\u2019s water supplies from the impacts of climate-driven extremes in weather.\n<ul>\n<li>Allowed the State Water Project to conserve\u00a0<strong>237,000 acre-feet of water<\/strong>\u00a0while providing protections for Delta smelt.<\/li>\n<li>Allowed the U.S. Bureau of Reclamation to divert over\u00a0<strong>600,000 acre-feet\u00a0<\/strong>of floodwaters for wildlife refuges, underground storage, and recharge.<\/li>\n<\/ul>\n<\/li>\n<li>California has bolstered supply and storage, including a combined 1.1 million acre-feet of water \u2013 enough for 2.2 million households\u2019 yearly usage:\n<ul>\n<li>The State Water Board has authorized nearly\u00a0<strong>790,000 acre-feet<\/strong>\u00a0in diversions for groundwater recharge and other purposes since late December 2022.<\/li>\n<li>The State Water Board streamlined the permitting process for temporary groundwater storage permits to fast-track efforts to capture floodwater to recharge groundwater basins. So far this winter it has authorized\u00a0<strong>186,153 acre-feet for recharge<\/strong>\u00a0under those processes.<\/li>\n<li>DWR has awarded $68 million to 42 groundwater recharge projects that provide nearly\u00a0<strong>117,000 acre-feet of potential recharge\u00a0<\/strong>capacity. Ongoing applications include 52 groundwater recharge projects worth $211 million.<\/li>\n<li>Since 2020, the State Water Board has provided $1 billion for 13 projects to bring<strong>\u00a088,000 acre-feet per year\u00a0<\/strong>to the state\u2019s water supplies.<\/li>\n<\/ul>\n<\/li>\n<li>In August, the Administration released \u201c<a href=\"https:\/\/resources.ca.gov\/-\/media\/CNRA-Website\/Files\/Initiatives\/Water-Resilience\/CA-Water-Supply-Strategy.pdf\">California\u2019s Water Supply Strategy: Adapting to a Hotter, Drier Future<\/a>\u201d calling for investing in new sources of water supply, accelerating projects and modernizing how the state manages water through new technology.<\/li>\n<li>Leveraging the more than $8.6 billion committed by Governor Newsom and the Legislature in the last two budget cycles to build water resilience, the\u00a0<a href=\"https:\/\/www.gov.ca.gov\/2023\/01\/19\/5-ways-california-is-storing-water-from-winter-storms\/\">state is continuing to take aggressive action<\/a>\u00a0to prepare for the impacts of climate-driven extremes in weather on the state\u2019s water supplies.
