The Master Plan builds on the Governor\u2019s $1 billion investment to tackle this crisis \u2014 including an expansion of California National Guard-supported operations that last year led to a <a href=\"https:\/\/www.gov.ca.gov\/2022\/12\/23\/california-seized-enough-fentanyl-to-potentially-kill-the-entire-population-of-north-america-twice\/\">594% increase<\/a>\u00a0in seized fentanyl. The Master Plan provides a comprehensive framework to deepen the impact of these investments \u2014 including through a new CalRx effort where California will seek to manufacture its own opioid overdose reversal drug Naloxone. California will further save lives through an additional $96 million in funding in the Governor\u2019s 2023-24 proposed budget:<\/p>\n<ul>\n<li>$79 million\u00a0for the Naloxone Distribution Project to meet increased demand and provide more Naloxone to communities than ever before;<\/li>\n<li>$10 million\u00a0for grants for education, testing, recovery, and support services;<\/li>\n<li>$4 million\u00a0to make fentanyl test strips more widely\u00a0available; and<\/li>\n<li>$3.5 million\u00a0in Prop 98 funding to provide overdose medication to all middle and high schools.<\/li>\n<\/ul>\n<p>These new investments, coupled with the extensive abatement, enforcement, and treatment efforts outlined in the Master Plan will save lives and make California safer.<\/p>\n<p>HOW WE GOT HERE:\u00a0The U.S. has faced an evolving crisis of opioid addiction, overdose, and death for over two decades, driven by Big Pharma\u2019s irresponsible marketing of prescription opioids \u2013 bringing us to today\u2019s fentanyl crisis. Millions of Americans suffer from opioid use disorder and more than 71,000 Americans\u00a0<a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=15730e34c6&amp;e=ed9739f395\">died<\/a>\u00a0in 2022 alone from fentanyl-linked overdoses and drug poisonings. According to the Drug Enforcement Administration, a\u00a0<a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=d74c94f68a&amp;e=ed9739f395\">vast majority<\/a>\u00a0of fentanyl in the U.S. comes via ports of entry at the border \u2013 \u00a0through trafficking by organized crime rings, not by migrants.<\/p>\n<p>Under Governor Newsom\u2019s leadership, and through the state\u2019s efforts to hold Big Pharma accountable, California has worked aggressively to tackle the opioid crisis. In the current fiscal year alone, the California Health and Human Services agency is investing $450 million in treatment, abatement, and prevention efforts. The 2022 Budget Act Governor Newsom\u00a0<a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=b89b26736d&amp;e=ed9739f395\">signed into law<\/a>\u00a0included $30 million to expand the California Military Department\u2019s existing drug interdiction efforts to thwart drug-trafficking transnational criminal organizations throughout the state, with a particular focus on assisting federal, state, local, and tribal law enforcement agencies in combatting fentanyl.
