CARB also approved first-in-the-nation regulation to limit train pollution.<\/p>\n<p dir=\"ltr\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-159393\" src=\"https:\/\/new.thepinetree.net\/wp-content\/uploads\/2023\/05\/Fu0xR48aQAA8-rd.jpg\" alt=\"\" width=\"640\" height=\"640\" srcset=\"https:\/\/new.thepinetree.net\/wp-content\/uploads\/2023\/05\/Fu0xR48aQAA8-rd.jpg 680w, https:\/\/new.thepinetree.net\/wp-content\/uploads\/2023\/05\/Fu0xR48aQAA8-rd-300x300.jpg 300w, https:\/\/new.thepinetree.net\/wp-content\/uploads\/2023\/05\/Fu0xR48aQAA8-rd-150x150.jpg 150w, https:\/\/new.thepinetree.net\/wp-content\/uploads\/2023\/05\/Fu0xR48aQAA8-rd-570x570.jpg 570w, https:\/\/new.thepinetree.net\/wp-content\/uploads\/2023\/05\/Fu0xR48aQAA8-rd-30x30.jpg 30w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/p>\n<p dir=\"ltr\">Known as Advanced Clean Fleets, the new rule puts the state on a path toward accomplishing\u00a0<a href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2020\/09\/9.23.20-EO-N-79-20-Climate.pdf\">Governor\u00a0Newsom\u2019s goal<\/a>\u00a0of fully transitioning the medium\u00a0and heavy-duty\u00a0trucks that travel California roads to zero-emissions technology by 2045, providing major fleet operators \u2013 including state, local and federal government fleets \u2013 with different options to begin transitioning next year. For example:<\/p>\n<ul>\n<li dir=\"ltr\" aria-level=\"1\">\n<p dir=\"ltr\" role=\"presentation\">Drayage trucks (i.e. big rigs), local delivery and government fleets must transition by 2035;<\/p>\n<\/li>\n<li dir=\"ltr\" aria-level=\"1\">\n<p dir=\"ltr\" role=\"presentation\">Garbage trucks must be zero-emission by 2039;<\/p>\n<\/li>\n<li dir=\"ltr\" aria-level=\"1\">\n<p dir=\"ltr\" role=\"presentation\">And all other vehicles covered by the regulation must be zero-emission by 2042.<\/p>\n<\/li>\n<\/ul>\n<p dir=\"ltr\"><strong>What Governor Newsom said:\u00a0<\/strong>\u201cThe future happens here first, and California is once again showing the world what real climate action looks like. Last year, our state approved one of the world\u2019s first regulations requiring all new car sales to be zero emissions. Now, with these actions requiring all new heavy-duty truck sales to be zero emission and tackling train pollution in our state, we\u2019re one step closer to achieving healthier neighborhoods and cleaner air for all Californians.\u201d<\/p>\n<p dir=\"ltr\">The new regulation aims to protect some of California\u2019s most vulnerable communities that sit near trucking corridors and warehouse locations and have some of the worst air in the nation. While trucks represent only 6% of California vehicles, they represent a quarter of the state\u2019s on-road greenhouse gas emissions and over a third of the state\u2019s emissions of the harmful air pollutant NOx. The new rule is expected to generate $26.6 billion in health savings, and fleet owners will save an estimated $48 billion from the transition to cleaner vehicles.<\/p>\n<p dir=\"ltr\">This adds to California\u2019s Advanced Clean Trucks rule,\u00a0<a href=\"https:\/\/www.gov.ca.gov\/2023\/03\/31\/with-biden-administration-approval-california-ushers-in-new-era-of-clean-trucks\/\">approved by Biden Administration last month<\/a>, which requires manufacturers to accelerate sales of new zero emissions heavy-duty trucks by 2035. The two regulations work in tandem to drastically cut air pollution \u2013 especially in disadvantaged communities \u2013\u00a0 and achieve Governor\u00a0Newsom\u2019s bold vision for ZEVs in California.<\/p>\n<p dir=\"ltr\">California also paved the way for lower emissions from rail transportation, with CARB\u00a0<a href=\"https:\/\/ww2.arb.ca.gov\/news\/carb-passes-new-use-locomotive-regulation-estimated-yield-over-32-billion-health-benefits-0\">adopting a nation-leading regulation<\/a>\u00a0to accelerate cleaner locomotive technologies, limit idling and require newly built passenger and freight trains to be zero emission by 2030, and 2035, respectively. The reduced nitrogen oxide and diesel pollution \u2013 of which there is no known safe level of exposure \u2013 will bring an estimated $32 billion in health savings by preventing 3,200 premature deaths and 1,500 emergency room visits and hospitalizations.<\/p>\n<p dir=\"ltr\"><strong>CALIFORNIA\u2019S ZEV RECORD:\u00a0<\/strong><\/p>\n<ul>\n<li dir=\"ltr\" aria-level=\"1\">\n<p dir=\"ltr\" role=\"presentation\"><strong>California achieved its goal of\u00a0<a href=\"https:\/\/www.gov.ca.gov\/2023\/04\/21\/california-surpasses-1-5-million-zevs-goal-two-years-ahead-of-schedule\/\">1.5 million zero emission vehicles<\/a>\u00a0<\/strong>(ZEVs) sold in the state two years ahead of schedule<\/p>\n<ul>\n<li dir=\"ltr\" aria-level=\"2\">\n<p dir=\"ltr\" role=\"presentation\">21.1% of all new cars sold this year in California were ZEVs, according to the California Energy Commission<\/p>\n<\/li>\n<li dir=\"ltr\" aria-level=\"2\">\n<p dir=\"ltr\" role=\"presentation\">40% of ZEVs sold in the U.S. are sold in California, according to the<a href=\"https:\/\/www.veloz.org\/ev-market-report\/\">\u00a0Veloz EV Market Report<\/a><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li dir=\"ltr\" aria-level=\"1\">\n<p dir=\"ltr\" role=\"presentation\"><strong>California approved one of the world\u2019s first regulations\u00a0<\/strong>last year requiring 100% of new car sales to be ZEVs by 2035, following Governor Newsom\u2019s 2020 executive order to develop new rules for in-state sales.<\/p>\n<\/li>\n<li dir=\"ltr\" aria-level=\"1\">\n<p dir=\"ltr\" role=\"presentation\"><strong>ZEVs are a\u00a0<a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=907475b480&amp;e=0b26ba1b5c\">top state export<\/a>\u00a0<\/strong>thanks to California\u2019s success, spurring major advances in<a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=ba219b50ce&amp;e=0b26ba1b5c\">\u00a0manufacturing<\/a>\u00a0and job creation<\/p>\n<\/li>\n<li dir=\"ltr\" aria-level=\"1\">\n<p dir=\"ltr\" role=\"presentation\"><strong>California is home to 55 ZEV and ZEV-related manufacturers<\/strong>\u00a0and leads the nation in ZEV manufacturing jobs<\/p>\n<\/li>\n<li dir=\"ltr\" aria-level=\"1\">\n<p dir=\"ltr\" role=\"presentation\"><strong>Billions of dollars are going out the door<\/strong>\u00a0to deploy vehicles and build ZEV charging infrastructure across the state, with a record amount dedicated to disadvantaged communities:<\/p>\n<ul>\n<li dir=\"ltr\" aria-level=\"2\">\n<p dir=\"ltr\" role=\"presentation\"><a href=\"https:\/\/www.energy.ca.gov\/news\/2022-12\/cec-approves-29-billion-investment-zero-emission-transportation-infrastructure\">$2.9 billion investment plan<\/a>\u00a0approved by the California Energy Commission in December accelerates California\u2019s 2025 electric vehicle charging and hydrogen refueling goals<\/p>\n<\/li>\n<li dir=\"ltr\" aria-level=\"2\">\n<p dir=\"ltr\" role=\"presentation\"><a href=\"https:\/\/ww2.arb.ca.gov\/news\/carb-approves-historic-26-billion-investment-largest-date-clean-cars-trucks-mobility-options\">$2.6 billion investment plan\u00a0<\/a>approved in November by the California Air Resources Board supports a wide range of ZEV projects, with 70% of the funds directed to disadvantaged and low-income communities \u2013 the state\u2019s largest-ever investment in the equitable expansion of clean transportation<\/p>\n<\/li>\n<li dir=\"ltr\" aria-level=\"2\">\n<p dir=\"ltr\" role=\"presentation\">To support the needed infrastructure and services to make this transition, agencies across government \u2013 including GO-Biz, CARB, CEC, CalSTA, and the CPUC \u2013 have signed a<a href=\"https:\/\/ww2.arb.ca.gov\/sites\/default\/files\/2023-04\/ZEV%20Infrastructure%20Joint%20Statement%20of%20Intent%204-20-23%20final.pdf\">\u00a0Zero Emission Infrastructure Joint Agency Statement of Intent<\/a>.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li dir=\"ltr\" aria-level=\"1\">\n<p dir=\"ltr\" role=\"presentation\"><strong>California is investing $9 billion towards the ZEV transition,<\/strong>\u00a0including ZEV trucks and infrastructure, through the\u00a0<a href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2022\/09\/Fact-Sheet-California-Climate-Commitment.pdf\">California Climate Commitment<\/a>.<\/p>\n<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Sacramento, CA&#8230;California Air Resources Board (CARB) approved world-leading regulation to phase out the sales of medium and heavy-duty combustion trucks in California by 2036 \u2013 moving the state forward on Governor Gavin Newsom\u2019s ambitious plan to dramatically cut pollution, protect public health and accelerate the transition to clean vehicles.
