We\u2019ve got a \u2014 I just spoke with Speaker McCarthy, and we\u2019ve reached a bipartisan budget agreement that we\u2019re ready to move to the full Congress.  And I think it\u2019s a really important step forward \u2014 excuse me \u2014 (clears throat) \u2014 and it takes the threat of catastrophic default off the table; it protects our hard-earned and historic economic recovery.<\/p>\n<p><iframe loading=\"lazy\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/aEn2hhM_fO0\" title=\"President Biden Delivers Remarks on the Bipartisan Budget Agreement\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" allowfullscreen><\/iframe><\/p>\n<p>And the agreement also represents a compromise, which means no one got everything they want. But that\u2019s the responsibility of governing.<\/p>\n<p>And the \u2014 this is a deal that\u2019s good news for, I believe you\u2019ll see, for the American people.<\/p>\n<p>The agreement prevents the worst possible crisis: a default for the first time in our nation\u2019s history \u2014 an economic recession, retirement accounts devastated, millions of jobs lost.<\/p>\n<p>It also protects key priorities and accomplishments and values that congressional Democrats and I have fought long for \u2014 long and hard for.<\/p>\n<p>Investing in America\u2019s agenda \u2014 that\u2019s creating goods jobs in communities throughout the country. It protects Social Security, Medicare, and veterans, and so much more.<\/p>\n<p>The Speaker and I made clear from the start that the only way forward was a bipartisan agreement.<\/p>\n<p>That agreement now goes to the United States House and to the Senate. And I strongly urge both \u2014 both chambers to pass that agreement.<\/p>\n<p>Let\u2019s keep moving forward on meeting our obligations and building the strongest economy in the history of the world.<\/p>\n<p>I\u2019ll take a few questions.<\/p>\n<p>Q Mr. President, you said at the beginning that the debt ceiling was not negotiable. Isn\u2019t that what you\u2019ve just done here? And isn\u2019t that what you\u2019ve (inaudible)?<\/p>\n<p>THE PRESIDENT: You guys \u2014 look, we\u2019re not negotiating the debt ceiling. Here\u2019s the deal: They passed \u2014 they said they\u2019re going to \u2014 if they pass the debt ceiling, and they said they\u2019d only do it on a condition that it have all these cuts in it. I said, \u201cI\u2019m not going to do that. You pass the debt ceiling, period. I\u2019ll negotiate with you on the cuts \u2014 what you say what\u2019s going to happen, what the budget is going to look like.\u201d<\/p>\n<p>That\u2019s what we are negotiating in order to get to them deciding that they\u2019re going to go along with a new debt ceiling, meaning that it\u2019s not attached. Something totally different attached that wasn\u2019t attached before.<\/p>\n<p>But if you want to try to make it look like I made some compromise on the debt ceiling, I didn\u2019t. I made a compromise on the budget.<\/p>\n<p>Q But that\u2019s what they wanted, is you to make a compromise on the budget, and that\u2019s what you\u2019ve done, even though you haven\u2019t gone as far as they wanted. Isn\u2019t that right?<\/p>\n<p>THE PRESIDENT: Sure. Yeah. Well \u2014 (laughs) \u2014 can you think of an alternative?<\/p>\n<p>Q Mr. President, what do you say to members of your own party who say you\u2019ve made too many concessions in this deal?<\/p>\n<p>THE PRESIDENT: They\u2019ll find I didn\u2019t.<\/p>\n<p>Q Mr. President, on your allies and adversaries to America, would you be willing to say about what you think this process said to those adversaries and allies? You have a deal now, but what does the process say? What does the struggle say to them?<\/p>\n<p>THE PRESIDENT: Well, it says we\u2019ve been through this more than once, and it\u2019s just the nature of the way we handle the deficit and handle whether we\u2019re going to, each year, going to pay our debts. And it\u2019s happened more than once. It will probably happen again. But it\u2019s not going to happen at least for another two years here. And I don\u2019t think beyond \u2014 I think beyond that, it won\u2019t either.<\/p>\n<p>Q Mr. President, do you think it\u2019s time for the U.S. to get rid of the debt limit? That this is \u2014 you know, for that \u2014 the reason you just laid out?<\/p>\n<p>THE PRESIDENT: No, I think it would cause more controversy getting rid of the debt limit, although I do \u2014 I am exploring the idea that we would at a later date, a year or two from now, decide whether or not the 14th Amendment \u2014 how that actually would impact on whether or not you need to reduce the debt limit every year. But that\u2019s another day.<\/p>\n<p>Thank you all.<\/p>\n<p>Q Mr. President, do you believe Speaker McCarthy has the votes? And did he negotiate in good faith?<\/p>\n<p>THE PRESIDENT: I think he negotiated with me in good faith. He kept his word. He said what he would do. He did what he said he\u2019d do. And I have no idea whether he has the votes. I expect he does, or I don\u2019t think he would have made the agreement.<\/p>\n<p>Q Mr. President, do you have a comment on the elections in Turkey? Have you spoken with President Erdo\u011fan?<\/p>\n<p>THE PRESIDENT: I have not spoken to him yet.<\/p>\n<p>Q Some of your Democratic colleagues are saying that this policy will lead some people to go hungry. What is your response to that?<\/p>\n<p>THE PRESIDENT: It\u2019s a ridiculous acer- \u2014 assertion.<\/p>\n<p>Q Do you wish you had started these negotiations sooner?<\/p>\n<p>THE PRESIDENT: No, it wouldn\u2019t have made any difference.<\/p>\n<p>6:33 P.M.
