Circuit to\u00a0help defend the U.S. Environmental Protection Agency (EPA)\u2019s\u00a0final\u00a0rule for light-\u00a0and medium-duty vehicles\u00a0emissions\u00a0standards for model years 2027-2032\u00a0(Final Rule). The Final Rule\u00a0sets\u00a0stricter\u00a0tailpipe emissions standards for\u00a0light-\u00a0and medium-duty vehicles for harmful air pollutants, including greenhouse gases (GHG), nitrogen oxides, and particulate matter. Currently, the rule is being challenged by\u00a025\u00a0Republican-led states seeking to\u00a0curb the agency\u2019s efforts to reduce emissions from the transportation sector.<\/p>\n<p><a href=\"https:\/\/new.thepinetree.net\/wp-content\/uploads\/2019\/07\/cadoj.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/new.thepinetree.net\/wp-content\/uploads\/2019\/07\/cadoj.jpg\" alt=\"\" width=\"225\" height=\"224\" class=\"alignnone size-full wp-image-82791\" srcset=\"https:\/\/new.thepinetree.net\/wp-content\/uploads\/2019\/07\/cadoj.jpg 225w, https:\/\/new.thepinetree.net\/wp-content\/uploads\/2019\/07\/cadoj-150x150.jpg 150w, https:\/\/new.thepinetree.net\/wp-content\/uploads\/2019\/07\/cadoj-30x30.jpg 30w\" sizes=\"auto, (max-width: 225px) 100vw, 225px\" \/><\/a><\/p>\n<p>\u201cThis\u00a0lawsuit\u00a0is just another attempt to take the country backwards in the fight against climate change\u00a0and air pollution,\u201d<b>\u00a0said Attorney General Rob Bonta<\/b>. \u201cCalifornia has\u00a0supported the EPA\u2019s authority to set feasible, common-sense, technology-based vehicle standards against\u00a0similar challenges before, and we will continue to stand on the side grounded in facts that will protect public health and our environment.\u201d<\/p>\n<p>\u201cCalifornia won\u2019t sit back \u2013 we\u2019re not going to watch radical Republicans put the profits of big oil over the health of our planet,\u201d\u00a0<b>said Governor Gavin Newsom<\/b>.\u00a0\u201cWe\u2019re stepping in, joining the Biden Administration to defend their clean car rules from these challenges.\u201d<\/p>\n<p>\u201cIn California, we know that air quality challenges need to be tackled with innovation and urgency, and that manufacturers and consumers are stepping up to do their part to work toward a healthier future. Now is not the time to slow down progress on working toward a zero-emissions future, and California stands behind efforts to make sure that the U.S. is a leader on clean vehicle technology and environmental justice,\u201d\u00a0<b>said CARB Chair Liane Randolph<\/b>.<\/p>\n<p>Transportation is the leading source of GHG emissions in the country, and passenger cars account for more than half of those transportation emissions. Motor vehicle emissions\u00a0also\u00a0contribute to ozone, particulate matter, and air toxics, all of which are linked to premature death, respiratory illness, cardiovascular problems, and cancer, among other serious health impacts.<\/p>\n<p>Section 202(a) of the Clean Air Act requires the EPA to set emission standards for air pollutants from new motor vehicles or new motor vehicle engines that cause or contribute to air pollution and endanger public health or welfare. The Final Rule\u00a0will\u00a0result in a 50% reduction in light-duty vehicle\u00a0(i.e. passenger cars)\u00a0GHG emissions and a 44% reduction in medium-duty vehicle (i.e.\u00a0large\u00a0pickup trucks and vans, including delivery vans) GHG emissions\u00a0compared to\u00a0model year 2026 levels, and it will encourage the ongoing transition to electric vehicles. The emissions standards in the Final Rule will also\u00a0cut nitrogen oxides and non-methane organic gases by half and particulate matter by over 95%.<\/p>\n<p>This intervention continues California\u2019s support for the Biden Administration\u2019s efforts to reduce emissions from light- and medium-duty vehicles and EPA\u2019s authority to set stringent vehicle emissions standards.\u00a0 In 2022, a similar coalition of Republican-led states attacked EPA\u2019s light- and medium-duty vehicles emissions standards for model years 2023-2026 and EPA\u2019s authority to set these standards, and California,\u00a0<a title=\"https:\/\/oag.ca.gov\/news\/press-releases\/attorney-general-bonta-governor-newsom-carb-lead-coalition-defense-federal-ghg\" href=\"https:\/\/oag.ca.gov\/news\/press-releases\/attorney-general-bonta-governor-newsom-carb-lead-coalition-defense-federal-ghg\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/oag.ca.gov\/news\/press-releases\/attorney-general-bonta-governor-newsom-carb-lead-coalition-defense-federal-ghg&amp;source=gmail&amp;ust=1713971615539000&amp;usg=AOvVaw1XvEqE-CgnoBf_7Gyorkw2\">leading<\/a>\u00a0a coalition of\u00a027 states and cities, intervened in support of EPA.<\/p>\n<p>Attorney General Bonta, Governor Newsom, and CARB are joined by the attorneys general of\u00a0Arizona, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maine, Maryland, Massachusetts, Michigan, Minnesota, New Mexico, New Jersey, New York, North Carolina, Oregon, Pennsylvania, Rhode Island, Vermont, Washington, Wisconsin, and the District of Columbia, the city and county of Denver, and the cities of Chicago, Los Angeles, and New York in filing the motion.<\/p>\n<p>A copy of the motion can be found\u00a0<a href=\"https:\/\/oag.ca.gov\/system\/files\/attachments\/press-docs\/FILED%20Motion%20to%20Intervene%20and%20Declarations%5B1%5D.pdf\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/oag.ca.gov\/system\/files\/attachments\/press-docs\/FILED%2520Motion%2520to%2520Intervene%2520and%2520Declarations%255B1%255D.pdf&amp;source=gmail&amp;ust=1713971615539000&amp;usg=AOvVaw0CiZwn3yBHoKUDv7GndM2e\">here<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Oakland, CA&#8230;On behalf of California and leading a multistate coalition of\u00a023 attorneys general and\u00a0four cities, California Attorney General Rob Bonta, Governor Gavin Newsom, and the California Air Resources Board (CARB) filed a motion to intervene\u00a0in the U.S. Court of Appeals for the D.C.
