The state\u2019s\u00a0<a href=\"https:\/\/www.labor.ca.gov\/regional-investment-initiative\/\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.labor.ca.gov\/regional-investment-initiative\/\">thirteen economic regions<\/a>\u00a0engaged more than 10,000 local residents and experts who collectively identified these sectors as key to driving local economies into the future.<\/p>\n<div class=\"et_pb_module et_pb_text et_pb_text_3 quote et_pb_text_align_left et_pb_bg_layout_light\">\n<div class=\"et_pb_text_inner\">\n<h4 class=\"null\">\u201cEach region of California has its own strengths \u2014 we\u2019re helping build out each local economy with a bottom-up approach that\u2019ll connect more good-paying jobs with California families. They are categorized as follows within the Economic Blueprint:<\/p>\n<ul>\n<li><strong>Strengthen:\u00a0<\/strong>Tradable sectors where California has an established competitive position and\/or significant employment, but where there is leveling growth or wages<\/li>\n<li><strong>Accelerate:<\/strong>\u00a0Tradable sectors with moderate to high projected growth that are ready for expansion, where additional investments (e.g., capital, infrastructure) could \u201cbend the curve\u201d to generate growth<\/li>\n<li><strong>Bet:\u00a0<\/strong>Emerging tradable sectors with significant investment or high strategic importance to the innovation ecosystem<\/li>\n<li><strong>Anchor:<\/strong>\u00a0Foundational local sectors that are critical for attracting and supporting industry and community activities<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<div class=\"et_pb_module et_pb_text et_pb_text_5 news-body-text et_pb_text_align_left et_pb_bg_layout_light\">\n<div class=\"et_pb_text_inner\">\n<p>The California Jobs First Economic Blueprint will highlight the ways in which workforce development can help Californians, particularly the most uninvested in communities, in meeting the specific skillset needs of the State\u2019s and our regions\u2019 priority industry sectors.<\/p>\n<p><em>\u201cToday is another critically important milestone in aligning strategic investments that further economic growth and job creation in every region of California,\u201d<\/em>\u00a0<strong>said Dee Dee Myers, Senior Advisor to Governor Newsom and Director of the Governor\u2019s Office of Business &amp; Economic Development.<\/strong>\u00a0<em>\u201cThis new economic framework will set the foundation for sustainable and inclusive growth, ensuring that the industries of today and tomorrow provide the good-paying jobs Californians deserve.\u201d<\/em><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-97187 aligncenter\" src=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2024\/11\/fr6-300x200.jpeg\" alt=\"\" width=\"300\" height=\"200\" \/><\/p>\n<p>The complete Economic Blueprint will be released early next year, along with $120 million over three years in competitive funding to support \u201cready-to-go\u201d job-creating projects aligned to state priority sectors, ensuring that every region across California continues to play a critical role in the sustainable growth of the world\u2019s fifth largest economy.<\/p>\n<p><em>\u201cGovernor Newsom has driven an unprecedented $4 billion of state investment in training people for good jobs, and California continues to lead the nation in education, apprenticeship and earn-and-learn programs,\u201d\u00a0<\/em><strong>said Stewart Knox, Secretary of the Labor and Workforce Development Agency.\u00a0<\/strong><em>\u201cHaving a well-prepared workforce is a crucial part of ensuring that our state has a healthy economy for decades to come.\u201d<\/em><\/p>\n<h2 class=\"null\" dir=\"ltr\">How we got here<\/h2>\n<ul>\n<li>In 2021, Governor Newsom\u00a0<a href=\"https:\/\/www.labor.ca.gov\/wp-content\/uploads\/sites\/338\/2021\/05\/Community-Economic-Resilience-Fund.pdf\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.labor.ca.gov\/wp-content\/uploads\/sites\/338\/2021\/05\/Community-Economic-Resilience-Fund.pdf\">launched<\/a>\u00a0a statewide economic development planning process called the Community Economic Resilience Fund (CERF), which was later renamed the Regional Investment Initiative under the banner of California Jobs First in 2023. The objective was to create high-quality, accessible jobs and sustainable economic growth across the state\u2019s 13 regions.<\/li>\n<li>Each region created a planning body \u2013 or collaborative \u2013 with representation from a wide variety of community partners including labor, business, local government, education, environmental justice, community organizations and more. The collaboratives then wrote their own data-driven, community-led economic plans, including identifying priority sectors.<\/li>\n<li>To support this process, California has invested $287 million since 2022, including\u00a0<a href=\"https:\/\/business.ca.gov\/state-announces-funding-to-support-sustainable-and-resilient-regional-economies-across-california\/\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/business.ca.gov\/state-announces-funding-to-support-sustainable-and-resilient-regional-economies-across-california\/\">$5 million<\/a>\u00a0per region for planning,\u00a0<a href=\"https:\/\/www.gov.ca.gov\/2023\/05\/24\/california-awards-nearly-40-million-for-communities-to-build-industries-of-the-future\/\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.gov.ca.gov\/2023\/05\/24\/california-awards-nearly-40-million-for-communities-to-build-industries-of-the-future\/\">$39 million<\/a>\u00a0for pilot projects across the state and\u00a0<a href=\"https:\/\/www.labor.ca.gov\/jobs-first-catalyst-phase-awardees\/\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.labor.ca.gov\/jobs-first-catalyst-phase-awardees\/\">$14 million<\/a>\u00a0per region to develop viable projects that advance their strategic sectors.<\/li>\n<li>In March, Governor Newsom\u00a0<a href=\"https:\/\/www.gov.ca.gov\/2024\/03\/08\/california-jobs-first-state-launches-first-of-its-kind-council-to-create-thousands-of-more-jobs-across-all-regions\/\" target=\"_blank\" rel=\"noopener\" data-cke-saved-href=\"https:\/\/www.gov.ca.gov\/2024\/03\/08\/california-jobs-first-state-launches-first-of-its-kind-council-to-create-thousands-of-more-jobs-across-all-regions\/\">announced<\/a>\u00a0the creation of the California Jobs First Council, made up of nine Cabinet-level agencies, focused on streamlining the state\u2019s economic and workforce development programs to create more jobs, faster.<\/li>\n<\/ul>\n<h2 dir=\"ltr\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-97186 aligncenter\" src=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2024\/11\/fr5-300x200.jpeg\" alt=\"\" width=\"300\" height=\"200\" \/><\/h2>\n<h2 class=\"null\" dir=\"ltr\">What local leaders are saying<\/h2>\n<p><strong>Melissa James, President &amp; CEO, REACH (Central Coast region):<\/strong>\u00a0\u201cPeople have been at the heart of the California Jobs First process, where broad, inclusive outreach has allowed local residents across the state\u2019s 13 regions to design strategies and projects that uplift their economies.
