While Governor Brown has included State Payment in Lieu of Taxes (PILT) funding in both the 2015\u201316 and 2016-17 budgets, last year\u2019s change in statute leaves the future of State PILT payments in question.  <\/p>\n<p><a href=\"https:\/\/new.thepinetree.net\/wp-content\/uploads\/2016\/03\/Edmund_G_Brown_Jr.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/new.thepinetree.net\/wp-content\/uploads\/2016\/03\/Edmund_G_Brown_Jr.jpg\" alt=\"Edmund_G_Brown_Jr\" width=\"220\" height=\"330\" class=\"alignnone size-full wp-image-15766\" srcset=\"https:\/\/new.thepinetree.net\/wp-content\/uploads\/2016\/03\/Edmund_G_Brown_Jr.jpg 220w, https:\/\/new.thepinetree.net\/wp-content\/uploads\/2016\/03\/Edmund_G_Brown_Jr-200x300.jpg 200w\" sizes=\"auto, (max-width: 220px) 100vw, 220px\" \/><\/a><\/p>\n<p>State PILT is key to California\u2019s rural county general funds for a variety of programs including health and welfare and public safety.  Last year\u2019s change in statute making State PILT payments permissive instead of mandatory is reneging on the State\u2019s 1949 commitment to counties.  Counties are the home to these lands where many Californians and other visitors recreate. <\/p>\n<p>RCRC is poised to continue fighting for this change in statue to protect the State\u2019s commitment to its rural county partners.
