Mr. Kerstan noticed the approaching vehicle was slowing so he began to cross the street. While Mr. Kerstan was in the crosswalk, the vehicle struck MR. Witnesses were unable to obtain a license plate.<\/p>\n<p>This collision is still under investigation.
