{"id":38984,"date":"2017-05-16T14:01:54","date_gmt":"2017-05-16T21:01:54","guid":{"rendered":"http:\/\/69.46.6.243\/?p=38984"},"modified":"2017-05-16T14:07:44","modified_gmt":"2017-05-16T21:07:44","slug":"teachers-remind-district-of-legal-obligation-to-negotiate-reduced-class-sizes-for-students","status":"publish","type":"post","link":"https:\/\/new.thepinetree.net\/?p=38984","title":{"rendered":"Teachers Union Reminds District of Legal Obligation to Negotiate Reduced Class Sizes"},"content":{"rendered":"<p>San Andreas, CA&#8230;Calaveras Unified School District (CUSD) Superintendent Mark Campbell received legal notice reminding him of the district\u2019s obligation to bargain in good faith class size reduction with the Calaveras Unified Educators\u2019 Association (CUEA).  Calaveras teachers are at impasse with the district over class size, specifically for transitional kindergarten to third grade. CUEA President Lorraine Angel says the district has failed and refused to address class size as required by state law and has been accepting K-3 Grade Span Adjustment (GSA) monies from the state to reduce class size.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/new.thepinetree.net\/wp-content\/uploads\/2017\/01\/cta.jpg\" alt=\"\" width=\"559\" height=\"200\" class=\"alignnone size-full wp-image-31889\" srcset=\"https:\/\/new.thepinetree.net\/wp-content\/uploads\/2017\/01\/cta.jpg 559w, https:\/\/new.thepinetree.net\/wp-content\/uploads\/2017\/01\/cta-300x107.jpg 300w, https:\/\/new.thepinetree.net\/wp-content\/uploads\/2017\/01\/cta-150x54.jpg 150w, https:\/\/new.thepinetree.net\/wp-content\/uploads\/2017\/01\/cta-500x179.jpg 500w\" sizes=\"auto, (max-width: 559px) 100vw, 559px\" \/><\/p>\n<p>Under California\u2019s Education Code, school districts can only claim the money under one of three conditions:<\/p>\n<p>Making progress toward maintaining a K-3 class size enrollment of no more than 24 students per school site;<br \/>\nMaintaining a class size of 24; or<br \/>\nHaving a collectively bargained alternative annual average class enrollment for each school site.<br \/>\nCUSD has received approximately $1.4 million over four years and claims it has collectively bargained an alternative with CUEA.  \u201cThis is not correct,\u201d says CUEA President Lorraine Angel, adding that teachers are concerned the district accepting the monies will jeopardize those resources for students in the future.<\/p>\n<p>The letter, sent on behalf of Calaveras teachers from the California Teachers Association\u2019s legal department, notes CUSD\u2019s own auditors expressed doubts about the district\u2019s claim to the monies based on an agreement with teachers.<\/p>\n<p>Kindergarten classes average 32 students in the district. Compared to most other districts, CUSD\u2019s kindergarten-third grade classes have approximately 6 more students, on average. \u201cThese excessively high class sizes make it difficult to give our young students the attention they deserve,\u201d says Angel. <\/p>\n<p>CUEA proposed a class size limit of 24 students for transitional kindergarten to third grade, 30 students in grades four to six, and 180 student contacts per day in grades seven to 12. \u201cTeachers want to give more attention to students before they enter fourth grade,\u201d Angel said. The district wants to keep class size averages at its current 30 to 1 for all grade levels.<\/p>\n<p>\u201cOur students are losing good teachers, and they can\u2019t afford to lose financial resources, too\u201d Angel said. CUSD cannot attract and keep high quality teachers because salary and benefits are not competitive with other districts. \u201cOur students\u2019 education is being compromised.\u201d Last year Calaveras Unified lost 14 teachers, not counting retirees.<\/p>\n<p>\u201cOur biggest concern is being able to give our students the education they deserve,\u201d Angel added.  <\/p>\n<p>###<\/p>\n<p>The Calaveras Unified Educators\u2019 Association is an affiliate of the 325,000-member<br \/>\nCalifornia Teachers Association and the 3 million-member National Education Association.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>San Andreas, CA&#8230;Calaveras Unified School District (CUSD) Superintendent Mark Campbell received legal notice reminding him of the district\u2019s obligation to bargain in good faith class size reduction with the Calaveras Unified Educators\u2019 Association (CUEA).
