{"id":85273,"date":"2019-08-19T15:39:41","date_gmt":"2019-08-19T22:39:41","guid":{"rendered":"http:\/\/69.46.6.243\/?p=85273"},"modified":"2019-08-19T15:39:41","modified_gmt":"2019-08-19T22:39:41","slug":"planned-parenthood-to-leave-federal-birth-control-reproductive-care-program","status":"publish","type":"post","link":"https:\/\/new.thepinetree.net\/?p=85273","title":{"rendered":"Planned Parenthood to Leave Federal Birth Control &#038; Reproductive Care Program"},"content":{"rendered":"<p>Washington, CA&#8230;Today, Planned Parenthood Federation of America announced that the Trump administration, through an unethical and dangerous gag rule, has forced Planned Parenthood grantees out of Title X, the nation\u2019s decades-old bipartisan program for affordable birth control and reproductive health care. Planned Parenthood health centers have been a part of the program since it was created nearly 50 years ago, and have been the largest provider, serving 40 percent of all patients who get care through the Title X program.<\/p>\n<p><a href=\"https:\/\/new.thepinetree.net\/wp-content\/uploads\/2019\/08\/plannedParrent.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-85274\" src=\"https:\/\/new.thepinetree.net\/wp-content\/uploads\/2019\/08\/plannedParrent.jpg\" alt=\"\" width=\"446\" height=\"200\" srcset=\"https:\/\/new.thepinetree.net\/wp-content\/uploads\/2019\/08\/plannedParrent.jpg 446w, https:\/\/new.thepinetree.net\/wp-content\/uploads\/2019\/08\/plannedParrent-300x135.jpg 300w\" sizes=\"auto, (max-width: 446px) 100vw, 446px\" \/><\/a><\/p>\n<p>Statement from Alexis McGill Johnson, Acting President and CEO, Planned Parenthood Federation of America:<\/p>\n<blockquote class=\"blockquote\">\n<div class=\"blockquote-content\">\n<p>I want our patients to know: while the Trump administration may have given up on you, Planned Parenthood never will. Our doors are open today, and our doors will be open tomorrow. The Trump administration\u2019s gag rule will reverberate across the country. This reality will hit hardest people struggling to make ends meet \u2014 including those people in rural areas and\u00a0communities of color.<\/p>\n<p>\u201cWe believe that the Trump administration is doing this as an attack on reproductive health care and to keep providers like Planned Parenthood from serving our patients. Health care shouldn\u2019t come down to how much you earn, where you live, or who you are. Congress must act now. It\u2019s time for the U.S. Senate to act to pass a spending bill that will reverse the harmful rule and restore access to birth control, STD testing, and other critical services to people with low-incomes. People\u2019s lives depend on it.<\/p>\n<\/div>\n<div class=\"blockquote-cite\"><\/div>\n<\/blockquote>\n<p>For Alexis&#8217;s full remarks from the press call,\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/about-us\/newsroom\/press-releases\/trump-administration-gag-rule-forces-planned-parenthood-out-of-title-x-national-program-for-birth-control\" target=\"_blank\" rel=\"noopener noreferrer\">click here<\/a>.<\/p>\n<p>In March of 2019, Planned Parenthood and the American Medical Association sued the Trump administration to block the Title X gag rule. Although three district courts in the circuit blocked the rule, in July of 2019, the 9th Circuit Court of Appeals allowed the rule to take effect. Those cases are ongoing, with the 9th Circuit scheduled to hold oral argument on September 23. Once HHS said it was enforcing the rule, Planned Parenthood grantees stopped using federal funds but did not withdraw from the program, continuing to serve patients while seeking relief from the 9th Circuit. However, on Friday, August 9, HHS informed Planned Parenthood grantees that they had until August 19 to provide HHS with a plan to comply with the unethical gag rule, or they would be forced out of the program.<\/p>\n<p>The courts are not the only place where the gag rule is being challenged. In June, the House of Representatives\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/about-us\/newsroom\/press-releases\/house-of-representatives-passes-major-pro-reproductive-health-spending-bill\" target=\"_blank\" rel=\"noopener noreferrer\">passed<\/a>\u00a0a spending package including strong language blocking the Trump-Pence administration\u2019s Title X gag rule from being implemented. Now, the Senate must push for a spending bill that includes protective language to make sure millions of people can continue to access health care through Title X.<\/p>\n<p>Planned Parenthood is not the only direct grantee who will be forced out under the Trump administration\u2019s unethical gag rule \u2014\u00a0in total, the gag rule would force providers that serve nearly half of all Title X patients out of the program.\u00a0So far, five governors (HI, IL, NY, OR, WA) have made clear that they could not participate in the Title X program if the gag rule was implemented, two state legislatures (MA and MD) have passed laws to that effect, and the only Title X direct grantee that serves the state of Maine has made clear they would not participate in Title X under the gag rule. In total, these eight states and Planned Parenthood health centers collectively serve 47 percent of the Title X patients in the United States.<\/p>\n<p>Title X has enjoyed bipartisan support for decades, and has been an incredibly popular and effective program. Millions of people depend on the Title X program each year. It\u2019s meant to ensure that those struggling to make ends meet, or who don\u2019t have health insurance, can still access birth control, cancer screenings, STD testing and treatment, and annual exams. The\u00a0<a href=\"https:\/\/www.hhs.gov\/opa\/sites\/default\/files\/title-x-fpar-2017-national-summary.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">majority<\/a>\u00a0of patients in the Title X program identify as people of color, Hispanic, or Latino. This program is meant to cover gaps in health care access and affordability \u2014 especially for people living in rural or underserved areas.<\/p>\n<p>Planned Parenthood plays an essential role in the Title X program, serving approximately 40 percent of the 4 million patients who get care through Title X health centers \u2014 that\u2019s more than 1.5 million patients.\u00a0In many communities, Planned Parenthood is the only provider of affordable reproductive health care, or the only provider that offers specialized care like on-site IUD services or the birth control shot. People who can\u2019t find or can\u2019t afford another reproductive health care provider may be left with nowhere to turn, or go without birth control altogether.\u00a0\u00a0Even in areas where other providers are present, the providers often lack the capacity to serve additional patients. Community health centers themselves\u00a0<a href=\"https:\/\/www.npr.org\/sections\/health-shots\/2017\/03\/07\/519017520\/public-clinics-fear-federal-cuts-to-planned-parenthood-would-strand-patients\" target=\"_blank\" rel=\"noopener noreferrer\">say there is no way they could fill the gap<\/a>.\u00a0The idea that other providers could absorb Planned Parenthood\u2019s patients has been\u00a0<a href=\"https:\/\/www.healthaffairs.org\/do\/10.1377\/hblog20150908.050394\/full\/\" target=\"_blank\" rel=\"noopener noreferrer\">resoundingly dismissed by experts<\/a>. In fact, Dr. Georges Benjamin, the executive director of the American Public Health Association, called the idea \u201c<a href=\"https:\/\/www.usatoday.com\/story\/news\/2015\/07\/30\/family-planning-budgets-crisis-before-planned-parenthood-controversy\/30861853\/\" target=\"_blank\" rel=\"noopener noreferrer\">ludicrous<\/a>.&#8221;\u00a0In fact, many of the lists of \u201creplacement\u201d providers don\u2019t even provide reproductive health care.\u00a0<a href=\"https:\/\/www.nola.com\/news\/politics\/article_905cab1b-823f-5896-9d80-41326efc0251.html\" target=\"_blank\" rel=\"noopener noreferrer\">In Louisiana<\/a>, the state list of alternative providers included dentists and nursing homes.\u00a0<a href=\"https:\/\/www.self.com\/story\/grown-women-in-florida-may-soon-have-to-visit-a-school-nurse-for-their-birth-control\" target=\"_blank\" rel=\"noopener noreferrer\">In Florida<\/a>, it included school nurses.\u00a0<a href=\"https:\/\/www.theguardian.com\/us-news\/2015\/nov\/19\/ohio-pro-life-senators-planned-parenthood-defund\" target=\"_blank\" rel=\"noopener noreferrer\">In Ohio<\/a>, it included food banks.\u00a0This may putaffordable health care out of reach for many underserved communities, including communities of color and rural communities.<\/p>\n<p>The medical community, public health experts, and the\u00a0<a href=\"https:\/\/www.plannedparenthoodaction.org\/blog\/73-percent-of-americans-oppose-a-nationwide-gag-rule\" target=\"_blank\" rel=\"noopener noreferrer\">general public<\/a>\u00a0are against this rule. In addition to the American Medical Association, the gag rule has been opposed by\u00a0<a href=\"https:\/\/www.acog.org\/About-ACOG\/News-Room\/Statements\/2019\/Final-Title-X-Regulation-Disregards-Expert-Opinion-and-Evidence-Based-Practices\" target=\"_blank\" rel=\"noopener noreferrer\">major medical associations<\/a>, like the American College of Obstetricians and Gynecologists, the American College of Physicians, as well as\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/99\/d6\/99d6c069-0788-441a-8fa4-1ec23416e6d8\/letter_from_110_organizations_opposing_the_domestic_gag_rule_-_final_051518.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">110 public health organizations,<\/a>\u00a0and public health experts such as former\u00a0<a href=\"https:\/\/www.usatoday.com\/story\/opinion\/2018\/06\/06\/donald-trump-title-x-changes-birth-control-abortion-contraception-column\/672801002\/\" target=\"_blank\" rel=\"noopener noreferrer\">U.S. surgeon general Dr. Vivek H. Murthy,<\/a>\u00a0and many others. A group of 19 different medical organizations, mayors, state lawmakers, over\u00a0<a href=\"https:\/\/www.politico.com\/newsletters\/politico-pulse\/2018\/05\/15\/200-plus-democrats-to-hhs-dont-change-title-x-rules-218710\" target=\"_blank\" rel=\"noopener noreferrer\">200 Members of Congress<\/a>, newly elected Democratic\u00a0<a href=\"https:\/\/democraticgovernors.org\/wp-content\/uploads\/2019\/02\/TitleX_Letter_Signed.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">governors<\/a>, and\u00a0<a href=\"https:\/\/democraticgovernors.org\/news\/14-governors-to-trump-administration-states-will-fight-back-against-domestic-gag-rule\/\" target=\"_blank\" rel=\"noopener noreferrer\">several other governors<\/a>\u00a0have opposed this legislation as well.<\/p>\n<p><em>###<\/em><\/p>\n<p><em>Planned Parenthood is the nation\u2019s leading provider and advocate of high-quality, affordable health care for women, men, and young people, as well as the nation\u2019s largest provider of sex education.
