The proclamation comes as the number of positive California cases rises and following one official COVID-19 death.<\/p>\n<p><iframe loading=\"lazy\" style=\"border: none; overflow: hidden;\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?href=https%3A%2F%2Fwww.facebook.com%2FCAgovernor%2Fvideos%2F2860312200730244%2F&amp;show_text=0&amp;width=640\" width=\"640\" height=\"360\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>Today\u2019s proclamation builds on work already underway by the California Department of Public Health, California Health and Human Services Agency, Governor\u2019s Office of Emergency Services and other agencies which have been on the front lines of the state\u2019s response to COVID-19 since January.<\/p>\n<p>\u201cThe State of California is deploying every level of government to help identify cases and slow the spread of this coronavirus,\u201d said Governor Newsom. \u201cThis emergency proclamation will help the state further prepare our communities and our health care system in the event it spreads more broadly.\u201d<\/p>\n<p>The emergency proclamation includes provisions that protect consumers against price gouging, allow for health care workers to come from out of state to assist at health care facilities, and give health care facilities the flexibility to plan and adapt to accommodate incoming patients.<\/p>\n<p>Yesterday, Governor Newsom announced the release of millions of\u00a0<a href=\"https:\/\/www.cdph.ca.gov\/Programs\/OPA\/Pages\/NR20-010.aspx\">N95 masks<\/a>\u00a0to address shortages caused by COVID-19.
