She was born on December 02, 1942 in San Andreas, CA to parents Mervyn Winkler and Marion Sinclair-Winkler-Schroven. She was a life long resident of Calaveras County.

She was a Graduate of Calaveras High School class of 1960. Billie was working as a Owner and Broker. She was Preceded in death by Marion Sinclair (Mother). Billie is survived by her life partner Patrick O’Shaughnessy; Children, Kimberly (Donovan) Johnson of San Andreas, CA, Caprice (Timothy) Butzler of Valley Springs, CA. Step-sons; Michael (Kathy) O’Shaughnessy of Valley Springs, CA, Timothy O’Shaughnessy and Kevin O’Shaughnessy, both of Placerville, CA.: Grandchildren; Andrew Bryce of Valley Springs, CA., Aspyn Butzler of Spokane, WA., Dakota Butzler of Phoenix, AZ., and Nichole O’Shaughnessy of Chula Vista, CA: Sister Joyce Thames of Sacramento, CA.: Brother Michael Schroven of Valley Springs, CA

A Celebration of her Life will be held Saturday April 30, 2022 at 11:00 A.M. at the Glory Bound Fellowship, 3061 Highway 12, Burson, CA. Reception to follow.
