Notice Of Intent To Request Release Of Funds

San Andreas, CA…On or about May 22, 2017, the County of Calaveras will submit a request to the California Department of Housing and Community Development (HCD) for the release of the Community Development Block Grant funds to undertake a program known as the County of Calaveras’ Housing Rehabilitation Program for the purpose of providing low-interest rate loans or grants for rehabilitation of housing units to income-eligible households within the unincorporated areas of the County. The program will utilize approximately Five Hundred Thousand Dollars ($500,000) from State Contract 16-CDBG-11148.

The County of Calaveras has determined that the proposed activities will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the Nation Environmental Policy Act (NEPA) of 1969 is not required. An Environmental Review Record (ERR) that documents the environmental determination for these projects is on file at the County of Calaveras; 509 East St. Charles Street, San Andreas, CA 95249 and may be examined or copied weekdays 9:00 a.m. to 4:00 p.m.

PUBLIC COMMENTS

Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments on the Environmental Review Records to the County of Calaveras, Attn: Mark Ksenzulak, 509 East St. Charles Street, San Andreas, CA 95249. All comments received by May 19, 2017 will be considered by the County prior to submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The County of Calaveras certifies to HCD that the Director of Health and Human Services in his/her capacity consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HCD’s acceptance of the certification satisfies its responsibilities under NEPA and allows the County of Calaveras to use Program Funds.

OBJECTIONS TO THE RELEASE OF FUNDS
HCD will accept objections to its release of funds and the County certification for a period of fifteen days following its actual receipt of the request only if it is on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County of Calaveras; (b) the County of Calaveras has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HCD; or (d) another Federal agency action pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to HCD at 2020 W El Camino, Suite 400, Sacramento, CA 95833. Potential objectors should contact HCD to verify the actual last day of the objection period.
