Avery, CA…On 06/17/2017 at approximately 0030 hours, James Spratt was driving his Ford Mustang westbound on SR-4, east of Howard Ct at a high rate of speed. Daniel Horsey was driving a Honda Civic eastbound on SR-4, approaching approaching Spratt. Spratt unsafely turned his Mustang from a direct course of travel and lost control. The vehicle veered to the right shoulder of SR-4 and up the dirt embankment. The Mustang then spun around into the path of the Honda Civic.

He observed the Mustang travel directly into his path but he was unable to take any evasive actions to avoid a collision. The front of the Honda struck the rear of the Mustang. The Honda came to rest in the eastbound lane of State Route 4. The Honda continued to the south shoulder of State Route 4 where it came to rest facing an easterly direction.

Spratt was determined to be under the influence of Alcohol and/or Drugs and was subsequently arrested for 23152(a)VC – Misd. DUI.
