The victim told officers that 26 year old, Phoenix Arizona resident, Marcus Phillips followed her to the Frog Jump Plaza parking lot and started a verbal argument. The victim reported that she told Phillips to leave her alone. He then took the young child from her vehicle against her wishes. Phillips was holding the child when officers arrived on scene.
Officers confirmed there was a valid restraining order on file protecting the victim and child from Phillips.
