Sen. Marie Alvarado-Gil Praised for her Efforts to Protect California Ranchers

Sacramento, CA…The Senator was instrumental in securing $600,000 for the Wolf-Livestock Compensation Program. Sen. Marie Alvarado-Gil (R-Jackson) is being commended for her commitment to protecting California’s ranchers amid a rise in wolf populations. Earlier this year, Senator Alvarado-Gil successfully secured $600,000 in the state budget to fund the California Department of Fish and Wildlife’s (CDFW) Wolf-Livestock Compensation Program, ensuring ranchers get the compensation and support they need when wolves prey on their livestock.

“The return of wolves to California marks an important milestone for wildlife restoration. But it brings challenges for our hardworking ranchers, who are essential in feeding our communities and supporting the state’s agriculture industry,” said Senator Alvarado-Gil. “This program gives them the help they need to protect their livestock and their livelihoods as we navigate these changes. I’m proud to advocate on their behalf, and I’m committed to ensuring they have resources they need to thrive.”

 

In 2021, the California State Legislature allocated $3 million to the California Department of Fish and Wildlife (CDFW) to create a Wolf-Livestock Compensation Pilot Program aimed at reducing the effects of wolves on livestock producers. The program focuses on three key areas of support: addressing direct livestock losses, implementing nonlethal deterrents, and providing incentives through a “Pay for Presence” approach.

 

As of June 30, 2024, California’s wolf population has grown to at least 63 wolves, including 30 new pups, with the discovery of an eighth pack called the “Diamond Pack.” This is a significant increase from 44 wolves at the end of 2023. However, as the wolf population rises, so do attacks on livestock. In 2024, there have been 39 confirmed livestock kills from 33 wolf attacks, marking a 62% increase from last year.

Senator Alvarado-Gil’s efforts garnered praise from The California Cattlemen’s Association, The California Farm Bureau, and Defenders of Wildlife:

 

“Senator Alvarado-Gil and her team are to be commended for their work to secure renewed funding for the Wolf-Livestock Compensation Program, which provides important benefits for the recovery of wolves in California,” said Pamela Flick, California Program Director for Defenders of Wildlife. “The return of gray wolves to California is a remarkable success story, and it’s critical that we continue to fund this crucial program to compensate livestock producers for economic losses determined to be caused by wolves.”

 

“As California’s wolf population has increased, so too have the losses of calves and other livestock from wolf predation, demonstrating the need for a robust compensation program in the state. The California Cattlemen’s Association thanks Senator Marie Alvarado-Gil for her work this year to secure renewed funding for CDFW’s Wolf-Livestock Compensation Program, ensuring that the cattle ranchers most impacted by gray wolves can remain viable to continue their stewardship of the land,” said Kirk Wilbur on behalf of the California Cattlemen’s Association.

 

“California’s Wolf-Livestock Compensation Program is a national model for reducing conflict between wildlife and ranchers. As the state’s wolf population grows, so too will the need for continued funding, said Steven Fenaroli on behalf of the California Farm Bureau. “We appreciate Senator Alvarado-Gil and the legislature for their swift action in allocating resources during this challenging budget season.”

      On Wednesday, US Immigrations and Customs Enforcement (ICE) Boston announced that two illegal immigrants have been arrested and charged with forcibly raping children in Massachusetts. The agency also announced the arrest of a third person who was convicted of raping a child in Brazil and was hiding out in the US after being caught and released at the US Southern border in 2022.

      Democratic Massachusetts Gov. Maura Healey previously said her state wouldn’t cooperate with federal immigration enforcement efforts and mass deportation plans once President-elect Donald Trump returns to the White House in January.

      According to ICE, one of the suspects, 21-year-old Mynor Stiven De Paz-Munoz, an illegal immigrant from Guatemala, was arrested for the forcible rape of a child. However, law enforcement in Great Barrington, Massachusetts, ignored a detainer request made by the federal agency and released him.

      ICE said in a statement that on Sept. 24, 2020, he entered the US, near Eagle Pass, Texas, and was released by the US Border Patrol with a notice to appear before a Department of Justice (DOJ) Executive Office of Immigration Review Judge.

      On Feb. 29, 2024, De Paz-Munoz was arrested in western Massachusetts by Great Barrington police, for rape of a child by force, rape of a child, and indecent assault and battery on a person 14 or older, but again the police ignored an Immigration and Customs Enforcement’s Enforcement and Removal Operations (ERO) detainer and he was released on bail.

      Boston lodged a detainer with the police department, but it was ignored, and De Paz-Munoz was released on bail before ERO Boston officers could take him into custody.

      He is now back in custody after having been charged by the Berkshire County Superior Court with the crimes. Acting ERO Boston Field Office Director Patricia H. Hyde said, “Mynor Stiven De Paz-Munoz stands accused of horrifically victimizing a Massachusetts child and represents a significant threat to our neighborhoods. We owe it to the children of our New England communities to prioritize public safety above everything else.”

      On Oct. 8, 2023, 42-year-old Billy Erney Buitrago-Bustos of Colombia, was arrested by Great Barrington police for allegedly raping a child by force, statutory rape, and aggravated rape. He entered the US on May 4, 2016, at John F. Kennedy International Airport in New York, but failed to leave under the terms of his visa.

      After his arrest, ERO Boston filed an immigration arrest with the Great Barrington Police Department. After he was arraigned in the Southern Berkshire District Court and held without bail, the charges were elevated to the Berkshire County Superior Court on March 18, which honored the immigration detainer and released him into the custody of ERO Boston on Nov. 15.

      41-year-old Alexandre Romao De Oliveira is a fugitive from Brazil who was convicted on Feb. 10, 2022, by the First Criminal Court of Jaru, Rondônia, of raping a child in Brazil and was sentenced to serve 14 years behind bars.

      However, he fled the country before he could serve his sentence and entered the US on April 16, 2022, near Santa Teresa, New Mexico, without admission by an immigration official. He was released from custody after being served a notice to appear before a DOJ immigration review judge.
