U.S.-UK Reach Historic Trade Deal

Washington, DC…Today, on the 80th anniversary of Victory Day for World War II, President Donald J. Trump and Prime Minister Keir Starmer announced a historic trade deal, providing American companies unprecedented access to the UK markets while bolstering U.S. national security. This is a great deal for America.

 

  • President Trump: “The deal includes billions of dollars of increased market access for American exports, especially in agriculture, dramatically increasing access for American beef, ethanol, and virtually all of the products produced by our great farmers.”
    • “The UK will reduce or eliminate numerous non-tariff barriers that unfairly discriminated against American products.”
    • “This is now turning out to be, really, a great deal for both countries.”
  • Prime Minister Starmer: “This is going to boost trade between and across our countries. It’s going to not only protect jobs, but create jobs, opening market access.”
  • This trade deal will significantly expand U.S. market access in the UK, creating a $5 billion opportunity for new exports for U.S. farmers, ranchers, and producers.
    • This includes more than $700 million in ethanol exports and $250 million in other agricultural products, like beef.
    • It commits the countries to work together to enhance industrial and agricultural market access.
    • It closes loopholes and increases U.S. firms’ competitiveness in the UK’s procurement market.
    • It ensures streamlined customs procedures for U.S. exports.
    • It establishes high standard commitments in the areas of intellectual property, labor, and environment.
    • It maximizes the competitiveness and secures the supply chain of U.S. aerospace manufacturers through preferential access to high-quality UK aerospace components.
    • It creates a secure supply chain for pharmaceutical products.
  • The reciprocal tariff rate of 10%, as originally announced on Liberation Day, is in effect.
  • The United States will agree to an alternative arrangement for the Section 232 tariffs on UK autos.
    • Under the deal, the first 100,000 vehicles imported into the U.S. by UK car manufacturers each year are subject to the reciprocal rate of 10% and any additional vehicles each year are subject to 25% rates.
  • The United States also recognizes the economic security measures taken by the UK to combat global steel excess capacity and will negotiate an alternative arrangement to the Section 232 tariffs on steel and aluminum.
    • This deal creates a new trading union for steel and aluminum.
  • This U.S.-UK trade deal will usher in a golden age of new opportunity for U.S. exporters and level the playing fields for American producers.
  • Today’s action also sets the tone for other trading partners to promote reciprocal trade with the United States.

A FRAMEWORK TO BOLSTER ECONOMIC SECURITY: President Trump continues to advance the interests of the American people, enhancing market access for American exporters and lowering tariff and non-tariff barriers to protect our economic and national security.

  • On April 18, President Trump had a call with Prime Minister Starmer to discuss our bilateral trade relationship.
  • U.S. total goods trade with the UK was an estimated $148 billion in 2024.
  • The UK average applied agricultural tariff is 9.2% while the U.S. average applied agricultural tariff (prior to April 2) was 5%.
  • The UK maintains certain tariff and non-tariff barriers that restrict market access and create an unfair playing field for American workers and businesses.
    • For example, the UK imposes tariffs that can exceed 125% on meat, poultry, and dairy products on top of maintaining non-science-based standards that adversely affect U.S. exports.
  • On April 2, 2025, Liberation Day, President Trump imposed a 10% tariff on all countries to address unfair trade practices that have contributed to America’s trade deficit and imbalances in order to better protect American workers and our national security.

A MILESTONE IN ADVANCING AN AMERICA FIRST TRADE POLICY: Since Day One, President Trump challenged the assumption that American workers and businesses must tolerate unfair trade practices that have disadvantaged our workers and businesses for decades and contributed to our historic trade deficit.

  • Reversing these conditions and addressing the lack of reciprocity in America’s trade relationships will bring about a new Golden Age and Make America Great Again.

      Once is an accident. Twice is a coincidence. Three times is a pattern. And that’s where we sit with economic reports under President Trump. The April jobs report shattered industry expectations, adding 177,000 jobs. The Bureau of Labor Statistics print even beat the highest Wall Street forecast of 171,000 jobs.
      “We’ve created 350,000 new jobs and brought core inflation down to its lowest level in many, many years,” Trump said in his commencement address at the University of Alabama.

      The assessment of the National Association of Realtors will be music to the president’s ears: “Income growth is outpacing consumer price inflation. Regardless of what may be happening on Wall Street … Main Street America continues to move forward.” Perhaps no better indicator of that lies in the native versus foreign-born worker comparison. In April, more than one million native-born workers were added to the labor force, as more than 400,000 foreign born left.

      “For the first time in recent memory, job gains for native-born Americans now exceed job gains for foreign workers,” Trump declared in Macomb County, Michigan Tuesday evening.

      In fact, native-born workers have fueled more than 97% of the job growth seen under Trump. That stands in stark contrast with former President Joe Biden’s economic measures. Under Biden native-born workers only accounted for 56% of job growth.
      The report saw a 305,000 increase in full-time workers and a 56,000 increase in part-time workers. More than 95% of all jobs added under Trump have come from the private sector.

      “I’m proud to be the president for the workers and not the outsourcers,” Trump said Tuesday. “A president who stands up for Main Street, not Wall Street.”

      To cap it off, jobs in the federal government declined again in April for the fourth month in a row.

      The bottom line is this: Trump’s March jobs report, Trump’s March Consumer Price Index report, and Trump’s March Producer Price Index report all beat industry expectations. Now April’s jobs report has done so. Beating expectations is no longer a coincidence for this White House.

Also on Friday, the company broke ground on a 500,000-square-foot biologics manufacturing facility in Wilson, North Carolina.
      SoftBank: On Monday, SoftBank CEO Masayoshi Son visited Trump at Mar-a-Lago and announced a $100 billion investment over the next four years with a promise to create 100,000 jobs focused on artificial intelligence and related infrastructure, according to CNBC.
      United Arab Emirates: After a meeting with Trump, the United Arab Emirates committed to a 10-year, $1.4 trillion agreement with the U.S. that will sustain existing investments in AI infrastructure, semiconductors, energy, and American manufacturing, according to Reuters.
      Taiwan Semiconductor Manufacturing Company: Semiconductor giant TSMC announced earlier this month in response to Trump’s tariffs threat on foreign chips that it would invest another $100 billion into its U.S. operations. The anticipated new chip fabrication plants, two advanced packaging facilities, and a new research and design center will increase the company’s total investment in Phoenix to $165 billion—the largest foreign direct investment in U.S. history.
      Apple: Tech giant Apple announced a $500 billion investment.
      Nvidia: On Thursday, the White House announced that chipmaker Nvidia would invest hundreds of billions of dollars over the next four years in U.S.-based manufacturing.

      The second largest carmaker in the world will be relocating the manufacturing of its luxury brand to the United States after President Donald Trump has been encouraging car companies to do business in the US.

      Volkswagen Group, which is the second largest car manufacturer in the world, will be joining a number of other car manufacturers in moving production to the United States for the German automaker’s luxury brand, Audi, per the Daily Mail.

      A spokesman for the company told the outlet, “We want to localize more strongly in the USA. To this end, we are currently examining various scenarios. We are confident that we will make a decision on this in consultation with the Volkswagen Group before the end of this year as to what this will look like in concrete terms.”

      During a recent earnings call for Audi, CFO of the brand Jürgen Rittersberger said that the car company is planning on creating 10 new models in the US and locations for production will be made public next year. There are around three locations where Audi has scouted out for production, according to a report from Automobilwoche.

      One location that is primarily being considered is in Chattanooga, Tennessee. Parent company Volkswagen already builds its Atlas as well as the Atlas Sport at the Chattanooga location. Another site under consideration is in South Carolina, according to the report. A third location has not been disclosed.

      The move appears to come as a response to Trump’s tariff policy, which he has used to leverage investment in the United States. Other car companies that have made moves to produce in the US include
      Stellantis as well as Hyundai.

      Other companies as well as countries have similarly invested in the United States as Trump has taken the White House. Trump also announced Thursday that the US and UK brokered a trade deal that he said would open up millions of dollars worth of exports of American-made goods to the UK market.
