While Still Highest in Nation, Newsom Touts Reporting Showing Reduced Homelessness in California

Sacramento, CA…Cities throughout California are reporting reductions in unsheltered homelessness as California succeeds in its efforts to address this national crisis. Through Governor Newsom’s support of local government efforts and state investments, California is reversing decades of inaction on homelessness. These announcements continue progress from last year’s 2024 point-in-time count, which showed that California had outperformed the nation by slowing down the increase in homelessness.

As President Trump pulls away national guard members from important work such as preventing terrorism and stopping fentanyl at our border, and instead orders them to arbitrarily rouse and bulldoze encampments —- without providing help and support to people experiencing homelessness — California is advancing a smarter strategy.

Addressing encampments means more than just sweeping them up, which is why California has developed a comprehensive and effective approach to end the mental health epidemic, create more shelter, and support our communities to get people into a safe home.”

Communities reporting reduced homelessness

Each year, local governments conduct point-in-time counts in January with final numbers reported in December. While the preliminary data reported by communities has not yet been verified by the U.S. Department of Housing and Urban Development, initial reporting by locals is encouraging and may indicate an overall statewide decrease in homelessness.

Some of California’s largest communities are reporting substantial decreases in homelessness numbers – indicating that California’s comprehensive and strategic approach to reversing this national crisis and getting people out of encampments is working. The broad scope of positive reports points to good news for California when the final data in December is counted.

Many communities report dramatic reductions in unsheltered homelessness, indicating success in getting people out of encampments and into care. Other communities note a reduction in total homelessness, which includes both unsheltered and sheltered homelessness, suggesting that people may have exited homelessness. Data is reported through communities’ continuums of care (CoCs), which are regional systems working with cities, counties, and community-serving organizations to coordinate and connect people with homeless services and support.

An approach that works

From the very first moments of the Newsom administration, the national crisis of housing and homelessness – which were decades in the making –  has been addressed with ingenuity, seriousness, and expertise. No other state has devoted as much time and attention to these twin problems. Governor Newsom is creating a structural and foundational model for America:

✅ Addressing mental health and its impact on homelessness — Ending a long-standing 7,000 behavioral health bed shortfall in California by rapidly expanding community treatment centers and permanent supportive housing units. In 2024, voters approved Governor Newsom’s Proposition 1 which is transforming California’s mental health systems with a $6.4 billion Behavioral Health Bond for treatment settings and housing with services for veterans and people experiencing homelessness, and reforming the Behavioral Health Services Act to focus on people with the most serious illnesses, provide care to people with substance disorders, and support their housing needs.

✅ Creating new pathways for those who need the most help — Updating conservatorship laws for the first time in 50 years to include people who are unable to provide for their personal safety or necessary medical care, in addition to food, clothing, or shelter, due to either severe substance use disorder or serious mental health illness. Creating a new CARE court system that creates court-ordered plans for up to 24 months for people struggling with untreated mental illness, and often substance use challenges.

✅ Streamlining and prioritizing building of new housing — Governor Newsom made creating more housing a state priority for the first time in history. He has signed into law groundbreaking reforms to break down systemic barriers that have stood in the way of building the housing Californians need, including broad CEQA reforms.

✅ Creating shelter and support — Providing funding and programs for local governments, coupled with strong accountability measures to ensure that each local government is doing its share to build housing, and create shelter and support, so that people rescued from encampments have a safe place to go.

✅ Removing dangerous encampments — Governor Newsom has set a strong expectation for all local governments to address encampments in their communities and help connect people with support. In 2024, Governor Newsom filed an amicus brief with the Supreme Court defending communities’ authority to clear encampments. After the Supreme Court affirmed local authority, Governor Newsom issued an executive order directing state entities and local governments to clear encampments and connect people with support, using a state-tested model that helps ensure encampments are addressed humanely and people are given adequate notice and support.

Reversing a decades-in-the-making crisis

The Newsom administration is making significant progress in reversing decades of inaction on homelessness. Between 2014 and 2019—before Governor Newsom took office—unsheltered homelessness in California rose by approximately 37,000 people. Since then, under this Administration, California has significantly slowed that growth, even as many other states have seen worsening trends.

In 2024, while homelessness increased nationally by over 18%, California limited its overall increase to just 3% — a lower rate than in 40 other states. The state also held the growth of unsheltered homelessness to just 0.45%, compared to a national increase of nearly 7%. States like Florida, Texas, New York, and Illinois saw larger increases both in percentage and absolute numbers. California also achieved the nation’s largest reduction in veteran homelessness and made meaningful progress in reducing youth homelessness.

      The Democratic Party is facing steep losses in registered voters across the United States, with the 30 states that track registration by political party revealing that the party lost ground to the GOP in every one of those states between 2020 and 2024.

      A report from the New York Times, citing data compiled by the nonpartisan data firm L2, revealed that the Democratic Party lost around 2.1 million voters between 2020 and 2024 across 30 states and the District of Columbia, while Republicans gained 2.4 million. 2024 marked the first time since 2018 that Republicans outpaced Democrats in terms of new voter registrations nationwide.

      While there are still more Democrats registered in America, the party went from having an 11-point lead over the GOP on Election Day 2020 in those states with party registration to a 6-point lead in 2024.

      Michael Pruser of Decision Desk HQ told the outlet, “I don’t want to say, ‘The death cycle of the Democratic Party,’ but there seems to be no end to this. There is no silver lining or cavalry coming across the hill. This is month after month, year after year.”

      Significant Democratic losses were seen in the battleground states of Arizona, Nevada, Pennsylvania, and North Carolina. In the latter state, “Republicans erased roughly 95 percent of the registration advantage that Democrats held in the fall of 2020,” per the outlet. Nevada saw the steepest drop in any state other than West Virginia.

      Maria Cardona, a member of the Democratic National Committee, told the outlet, “We fell asleep at the switch.”

      Tom Bonier, a leading expert on voter registration trends in the Democratic Party, had spent 2024 disregarding the seriousness of the situation the party was in in regard to registration. “I was wrong,” he said. “Clearly, in retrospect, we can say the Democratic Party had dug itself in too deep a hole in the preceding four years for the Harris campaign to dig itself out in the last few months,” he said, adding that the registration statistics are a “big flashing red alert.”

      Florida has seen Republican registrations outpace Democrat ones, with Miami-Dade County flipping red in the months following Trump being the first Republican to win the county in decades. In 2020, Democrats outnumbered Republicans by 200,000. The number of Democratic voters in North Carolina is ahead of Republicans by less than 17,000, down from 400,000 four years ago. Pennsylvania Democrats have gone from having a 517,310 advantage in November 2020 to just 53,505 voters over the summer.

      Democrats have seen a slump among new, young voters. In 2018, the party accounted for 66 percent of all new voters under the age of 45. This dropped to 48 percent in 2024. Among new male voters, 49 percent chose the Democratic Party in 2020, but that was down to 39 percent in 2024. .

        California Republican state legislative leaders have asked the Department of Justice to investigate “corruption and illegality” they say is behind the state Democratic Party’s push for drawing up new boundaries for the state’s congressional districts.

        In a letter to the DOJ and provided to Newsmax, the California Republicans said an “immediate investigation” was warranted to look at “allegations of corruption and illegality involving members of the California state legislature and their current redistricting scheme.”

        Simultaneously, the GOP lawmakers have asked the California State Supreme Court to intervene in the redistricting effort.

        In the letter to the DOJ, the Republicans characterized the redistricting as “unprecedented and unnecessary.” They raised the issue of a legislative redistricting effort in the state being illegal. “Article 21 of the California state constitution expressly prohibits such an effort,” they wrote. “And public opinion is solidly against the idea of nullifying the independent Citizens Redistricting Commission and handing the power back to politicians to manipulate the lines of their own districts.”

        They also point to media reports that claim at least one California state senator may have been involved in a connected vote-trading scheme, writing, “We believe that the backroom dealings may rise to an unlawful level of bribery and vote trading.”

        KCRA3 in Sacramento reported that the emergency request to the California State Supreme Court to intervene was filed by several Republican state lawmakers and a law firm. The request was for the court to initiate a pause on all related legislative activity pending a complete review of how the issue was being handled.

        California voters took the power to draw congressional district boundaries away from the legislature about 20 years ago.

        California Gov. Gavin Newsom led the move to create new districts in direct response to a Republican-led redistricting effort in Texas. Posting about the issue, he wrote, “On November 4th in California, you will have the power to stand up to @realDonaldTrump. You will have the power to stand up for people. We’re going to give the people of this state the power to stand up for democracy.”

        Majority Republicans in the Texas legislature planned to vote Wednesday to move ahead with their redistricting effort now that Democrat members of the legislature returned after fleeing the state to prevent the plan from advancing

However, if you also consider the homeless to population percentage, California (0.48%) vs New York (0.79%), California isn’t doing that bad. Homelessness isn’t just a problem in California, it’s a problem in the world.
