San Andreas, CA…On November 24, 2025, Calaveras County Animal Services notified the Sheriff’s Office that 3–5 dogs had attacked several animals, including two bulls that were seriously injured and a cow that was killed. Security footage confirmed that the same pack was responsible for additional livestock deaths in the Old Gulch, Calaveritas, Fricot City Road, and Fourth Crossing areas.
On November 25, 2025, Calaveras County Animal Services, with assistance from the Sheriff’s Office, served a search warrant at a residence in the 6000 block of Fricot City Road, San Andreas. The search warrant authorized the investigators to search the property and seize the dogs.
During the service of the search warrant, deputies and Animal Services officers encountered the persons responsible for the care and control of the dogs. A male subject, later identified as Oscar Freer, 40, of San Andreas, initially refused to allow access to the property, questioned the validity of the warrant, and declined to surrender the dogs.
A female, later identified as Susan Closs, 49, also of San Andreas, attempted to block entry by locking all doors to the residence. The deputies were able to enter the residence and ultimately secure the two suspects safely. During the investigation, suspect Closs made credible criminal threats to one of the officers on scene, resulting in additional charges.
While searching the residence, deputies located several firearms. Suspect Closs and suspect Freer were placed under arrest without further incident and transported to the Calaveras County Jail, where they were charged with obstruction, threatening a public officer, and weapons-related charges.
The dogs were safely seized and transported to the Animal Shelter. There is no further information at this time as the investigation is ongoing.
The Sheriff’s Office emphasizes that caring for animals includes properly containing them. Allowing animals to roam onto other people’s property, particularly when they harm livestock or threaten neighbors, is unacceptable and may result in civil or criminal liability.
Under California law, livestock owners may defend their animals from attacking or threatening dogs, but any action must be reasonable and necessary.
The Calaveras County Sheriff’s Office thanks the Animal Services Division for its swift response, which helped protect local livestock and ensure public safety.

There are too many good dogs in the world to consider having a bad dog. Any dog that lays a tooth on a man or an animal should be euthanized.
Dog are regarded as man’s best friend that is a not true they are above all very dangerous and can never be trusted one of the most worthless and sorriest animals there is!

I feel people that harbor these nasty dogs are just people that are lonely have never had a family or any kind of life just looking for something that needs their attention both the animals and that person need some kind of evaluation
