Hogan Asphalt Plant Moving To Carson Hill ~ By Supervisors Steve Kearney & Cliff Edson

Valley Springs & Angels Camp, CA…Over the weekend much was said on social media regarding the removal of the stored asphalt plant at the Hogan Quarry. At this time we are able to share the evolution of this project. The issues regarding the Asphalt Plant are complex and confusing. As county supervisors we have not been able to comment publicly up to this point or correct the misinformation being exchanged on social media and in the community for reasons related to county liability as well as possible legal issues.

The applicant was notified by actions of the Planning Commission and the Board of Supervisors that an Authority to Construct would be required which would likely include a full CEQA environmental review at the Hogan Quarry location. Subsequently

staff notified supervisors that an inquiry was made regarding locating an asphalt plant at Carson Hill. At the beginning of this month we were updated that the Air District had received an Authority to Construct for CB Asphalt located at Carson Hill Rock Products (this is a matter of public record) where a Mitigated Negative Declaration has already reviewed all applications of the mining operation including an asphalt plant operation.

We felt at this time it was important to give an update on this project. We will continue to work hard on behalf of our constituents and will help facilitate progress whenever possible as we represent all citizens of Calaveras County.
