Should Angels Camp Place a Cannabis Business Tax on November Ballot?

Angels Camp, CA…This Tuesday, May 1st at 6;00 pm at Bret Harte Theater, the city council has to vote on agenda item 7c, whether to put a ballot measure on the November 6, 2018 election asking voters to establish a business license tax on the gross receipts of cannabis businesses, if such businesses are permitted, in an amount not to exceed 15%. See attachment.

Cannabis is presently banned through an interim urgency measure we voted on last November, and we have to vote to make the urgency measure permanent, banning cannabis, or extend the urgency measure before November 12, or vote on a completely different ordinance before November 12, possibly allowing cannabis businesses.

I plan to ask staff why they recommend we vote at this time to put this tax measure on the November ballot rather than wait until we vote on a permanent ordinance. There could be some legal or sensible reason. I will be asking questions about the need and the timing.
